Job description

Cervello Global Corporation is looking for a Concept Planer specializing in tactical vehicle capabilities to support the Logistics Combat Element Division (LCED) Capabilities Development Directorate, Deputy Commandant for Combat Development and Integration (DC, CD&I). As the USMC modernizes to support National Defense Strategy imperatives, the USMC must develop Joint Capabilities Integration and Development System (JCIDS), Middle Tier of Acquisition, Abbreviated Acquisition, or other appropriate requirements documentation necessary to modernize or replace its current tactical vehicle fleet—specifically replacements for the Marine Corps Medium Tactical Vehicle Replacement (MTVR).

The Candidate shall provide DC CD&I with Subject Matter Expert (SME) support services required in this high profile and critical area. LCED will require technical, logistical, and engineering support services.

Place of Performance is at the Marine Corps Base in Quantico Virginia.

JOB DUTIES / EXPERTISE:

  • Develop a draft Concept of Employment (CONEMP) for the Medium Tactical Truck (MTT)
  • Coordinate and conduct analysis to develop and submit proposed quantities and unit distribution of each MTT variant.
  • Support the evaluation of the Science & Technology (S&T) technical demonstrator and Program Manager for Medium and Heavy Tactical Vehicles (PM MHTV) prototypes and support working groups consisting of SMEs at Headquarters Marine Corps and across the force necessary to transition performance parameters (PP) prepared for the S&T research effort and rapid prototyping effort to a JCIDS Capabilities Development Document necessary to support transition to a conventional acquisition program of record.?
  • Support analysis, to include conduct of necessary working groups consisting of SMEs at Headquarters Marine Corps and across the force, in order to assess the Marine Corps’ water trailer requirement and support a decision as to whether to replace or modernize the current water trailer platform and the Logistics Vehicle System Replacement.
  • Support development of either a replacement or modernization strategy for the water trailer, to include development of statements of work for modernization or development of Initial Capabilities Document (ICD) or Top-Level Requirements (TLR) documentation for a replacement
  • Support analysis, to include conduct of necessary working groups consisting of SMEs at Headquarters Marine Corps and across the force, in order to assess the Marine Corps’ ultra-light tactical vehicle requirements to support a decision as to whether to replace the current Ultra-light Tactical Vehicle (ULTV) platform with a replacement vehicle or to replace aging vehicles with new vehicles of the same model
  • Support the LCED’s motor transport Capabilities Integration Officer (CIO’s) in analysis and product development necessary to sustain the readiness of the Marine Corps’ legacy vehicles, to include analysis and product development related to life cycle sustainment, engineering change proposals, AAO management and table of organization and equipment change requests, and preparation of Planning, Programming, Budgeting, and Execution requirements.
  • Support analysis of motor transport capabilities, identification of gaps, and development of appropriate materiel and non-materiel solutions as part of the annual Marine Corps Capabilities Based Assessment.? Further, the contractor will support review and validation of needs identified by the operating forces and supporting establishment via universal needs statements (or other means) and development of potential solutions.?
  • Respond to taskers and track document routing and related actions
  • Coordinate meetings and track subsequent action items
  • Provide coordination and collaboration among a team of SMEs in support of contract deliverables
  • Provide progress and status reports in support of contract deliverables
