Job Title: Accounting Manager Classification Level: 10
BS DEGREE IN ACCOUTING IS REQUIRED
Summary: This professional level (FLSA Exempt) position is responsible for direction to the ac-counting department with the assistance of the Director of Finance. This position is responsible for the preparation of financial statements, budgets, cost accounting statements, and audit schedules at the Eastern Shore Community Services Board (ESCSB). This position is also responsible for assist-ing in the management of the agency's grant funds.
In carrying out position requirements, the incumbent reports to and receives supervision from the Director of Finance. The incumbent is required to demonstrate initiative, exercise sound judgment, and maintain confidentiality of information as warranted.
Essential Functions:
Assist the Director of Finance with the oversight of the accounting department to ensure all accounting tasks are being accomplished correctly and timely. This may include su-pervision and oversight to the payroll, accounts payable and accounting specialists in the department, including journal entry review and approvals.
In conjunction with the Director of Finance, maintain a fiscal management system for the ESCSB that includes record keeping and automated data process applica-tion/utilization;
Prepare monthly financial statements and other reports as necessary for review by the Director of Finance, including month-end journal entries. Transform current financial reporting into MIP Drill Point reporting system;
Review monthly transactions for Sila Corporation and Mendisadd, Inc. to ensure that the financial statements are complete and accurate;
Act as the liason for external auditors for the annual audit, preparing audit schedules and ensuring that all year end audit adjustments are made. Reconcile beginning and ending balances after performing year end closing processes;
Analyze financial and accounting records, performing additional research as necessary to ensure that all financial transactions are correctly reported.
Perform month end closing processes to include oversight of bank reconciliations in conjuction with Credible revenue and receipts, including monthly imports of Credible data as well as payroll system imports.
Develop and maintain effective working relationships with ESCSB personnel; local, state, and federal government agencies/officials; and other individuals/organizations in-volved with fiscal management operations;
Ensure that the ESCSB is in compliance with Board approved Procurement Policies & Procedures manual;
Update relevant sections of the ESCSB Financial Policy & Procedures manual for Board approval;
Create, set-up and manage all changes made to the cost center structure, with direction from the Finance Director;
Manage and oversee all HUD projects, which includes the oversight and management of Dogwood View Apartments in accordance with HUD building and tenant related regula-tions. Obtain and maintain HUD certification status as well as all HUD related software systems;
Work closely with the Director of Finance and the Finance Grants Management Special-ist to effectively manage agency grant proceeds ensuring compliance with specific terms and budgets as well as compliance with the annual performance contract issued by DBHDS. Assist the Finance Grants Management Specialist with creating and maintain-ing grant reporting through MIP;
Assists in the completion of monthly federal reimbursement requests to DBHDS, as well as tracking grant costs, assigning personnel and other costs to proper funding sources;
Learn the accounts payable and payroll processes and be able to provide daily back up for both as needed;
Work collaboratively with finance, grants management and data management teams to ensure compliance with grant requirements. Participate in all grant related meetings, re-sponding to grant data requests and preparing grant related reports as required;
Perform other position-related duties as assigned by the Director of Finance and/or Ex-ecutive Director.

Education and Experience:
Bachelor's degree in Accounting required. Supervisory experience preferred, 5 years of accounting experience is required.
Required Knowledge, Skills and Abilities:
The incumbent should have position-related experience and possess the following knowledge, skills and abilities.
Generally accepted accounting principles; principles and techniques related to cost account-ing, budgeting and grants management, government accounting; private non-profit account-ing and tax regulations; 501(C)3 corporation; the Uniform Single Audit Act; OMB circular A-128; OMB circular 133; financial policies and procedures of the Virginia Department of Behavioral and Developmental Services; computerized accounting systems; fiscal man-agement legal mandates; and communications (written, oral, and interpersonal).
Adhering to financial policies and procedures related to auditing, cost accounting, budget-ing, procurement, reimbursement, and record keeping; utilizing an automated accounting system; problem solving; employee supervision; public/human relations; communications (written, oral, and interpersonal); making presentations (oral and written); and providing ac-counting and financial technical assistance to staff, program directors, program supervisors, and the boards of directors of the ESCSB; Mendisadd, Inc.; SILA Corp.; and ARC House, Inc.
Develop and recommend principles/techniques/policies/ procedures related to fiscal man-agement; utilize an automated accounting system; develop and sustain effective working relationships with all types/levels of persons; effectively communicate orally and in writing; perform position duties and responsibilities with minimal supervision; exercise sound judg-ment; demonstrate initiative; maintain confidential information as warranted; and problem solve.
