Job description

SUMMARY OBJECTIVE Hiring range is negotiable between $72,682 and $94,472 depending on a candidate's qualifications and experience. The purpose of this position is to perform technical work in the planning, coordinating, installation, maintenance and operations of PCs and laptops. An employee in this class is responsible for the training and support of computers, associated peripheral equipment and software.

Provides technical and application support to computer users in both network and independent environments. Performs technical work in the planning, coordinating, installation, maintenance and operations of PCs and laptops. Responsible for the training and support of computers and associated peripheral equipment and software.

This position will serve as the primary support person for the Public Works Operations, Stormwater, and Utility Divisions. This job works independently, under limited supervision, reporting major activities through periodic meetings. ESSENTIAL FUNCTIONS The essential functions listed below are those that represent the majority of the time spent working in this class.

Management may assign additional functions related to the type of work of the class as necessary. Provides training and support for work order management system (Cityworks, CitySourced and GIS) data related to these programs. Assists with the overall health of the city's Cityworks application, including maintaining users and security roles.

Works with Departmental staff to understand their business processes, workflows and needs on multiple levels (from a technical, functional, practical, and end-user perspective) to support the integration of Cityworks and/or other geospatial-based technology solutions. Assist Departmental Staff to design, configure, develop, test and deliver solutions through an iterative methodology. Works with the city's DBA to design and develop reports.

Updates Stormwater impervious area, utility assets, Public Works related assets, etc. Works with the Assistant IT Director and the GIS Specialist to enforce data standards. Assists in developing policy and procedures in technology related topics for Public Works Operations, Stormwater, and Utility Divisions.

Troubleshoots and resolves hardware and software problems for the servers, network printers, PCs varying in make, model, operating systems, and software packages, including various types of equipment at other sites. Configures computers, peripherals, VOIP wired and wireless phones, installs application and operating system upgrades; provides technical support. Assists with virtual desktop infrastructure, including associated servers and images in the virtual desktop environment.

Assists with maintenance of telephony system, including configuring users, phones, and call groups. Maintains daily activity logs in ticket tracking system, providing detailed documentation for all tickets resolved. Assists in maintenance of active directory, configures users and performs security administration.

Assists in maintaining hardware/software inventory on system configuration, system and application software. Assists Network Engineer and IT Director with network configurations for switches and routers for Public Works Operations, Stormwater, and Utility Divisions. Configures an array of BYOD devices, including smartphones and tablet configurations with various operating systems, including iOS, Android, etc.

Provides end-user training in software applications. Assures that computers are up-to-date on anti-virus software and critical Windows updates. May do fieldwork to obtain GPS coordinates to update GIS.

KNOWLEDGE, SKILLS, AND ABILITITES Considerable knowledge of the techniques used in installing computer hardware and software. Understanding of a variety of mobile devices including smart phones and tablets. General knowledge of the current literature, trends and developments in the field of technology.

Experience with Cityworks or other enterprise asset management systems Experience with GIS and GIS related software. Requires extensive knowledge and experience with Microsoft Products, including but not limited to Windows OS and Microsoft Office Professional/365. Thorough knowledge of networking and networking protocols, personal computer system setup, configuration and support.

Ability to work independently and to recognize, analyze and solve complex problems as it relates to computers systems. Ability to communicate effectively, both orally and in writing, and to maintain effective working relationships with other employees. MINIMUM QUALIFICATIONS MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor's Degree in Computer Science, Engineering, Math or related discipline.

Five (5) years of experience in technical support or related experience; including two years of direct experience in configuring and maintaining an enterprise level application or an equivalent combination of education, training, and/or experience. SPECIAL REQUIREMENTS: Possession of a valid North Carolina driver's license. Possession of an MTA or A+ Certification preferred.

Must have the ability to obtain any other certifications and/or licenses required for assigned position. PHYSICAL DEMANDS: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

Work requires reaching, lifting, fingering and repetitive motions. Vocal communications is required for expressing or exchanging ideas. By means of the spoken word, hearing is required to perceive information at normal spoken word levels.

Visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Worker is subject to inside environmental conditions. UNAVOIDABLE HAZARDS (WORK ENVIRONMENT): Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is generally performed in an office environment and involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences or commercial vehicles. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required.
