Position Title: Recycling Specialist / Site Lead
Location: Fort Hood, Texas
Employment Type: Full-Time
Work Schedule: Monday through Friday, generally 0700-1600, with flexibility as required by operational needs, seasonal conditions, sampling, monitoring, or contract requirements.
Reports To: Project Manager / Program Manager

Position Summary
LAUKOA is seeking a Recycling Specialist / Site Lead to support compost facility operations at Fort Hood, Texas. This position will serve as the on-site lead for daily compost facility support services, including oversight of compost material collection, processing, weighing, documentation, container management, product distribution, housekeeping, and compliance with applicable composting requirements.
The Recycling Specialist / Site Lead will provide daily direction to field staff, support coordination with the LAUKOA Project Manager and Government points of contact, and help ensure the compost facility operates in accordance with the Performance Work Statement, applicable environmental requirements, safety protocols, and quality expectations. This role is intended to function as a working supervisor, combining hands-on operational support with field leadership, compliance awareness, documentation, and reporting support.
Essential Duties and Responsibilities
  • Serve as the on-site lead for compost facility support services at Fort Hood.
  • Provide daily direction and task coordination for Refuse Collector and Recycling Laborer personnel.
  • Support operation of the compost facility in accordance with applicable Texas Commission on Environmental Quality requirements, best management practices, and contract requirements.
  • Serve as, or coordinate closely with, the required qualified compost operator / TCEQ Certified Master Composter, as applicable to contract and staffing requirements.
  • Oversee receipt, sorting, processing, staging, blending, and storage of compostable materials.
  • Support production of finished compost consistent with required quality standards and end-use requirements.
  • Monitor incoming material streams, including food waste, manure, wood waste, yard waste, chipped wood debris, and other compostable materials.
  • Review incoming loads for non-compostable material, contamination, unauthorized waste, or unsafe conditions.
  • Coordinate rejection, segregation, or set-aside of contaminated or non-compliant loads in accordance with facility procedures.
  • Document and elevate incidents of non-compliance to LAUKOA management and appropriate Government points of contact.
  • Oversee weighing and tracking of food waste, manure, wood waste, yard waste, finished compost, and other compostable materials entering or leaving the facility.
  • Maintain or review daily logs, route records, batch records, tonnage data, windrow data, temperature records, moisture observations, and other operational records.
  • Support preparation of monthly compost reporting inputs, including tonnage, waste type, windrow monitoring data, operational issues, corrective actions, lab results, compost grades, output loads, batch numbers, and distribution records.
  • Coordinate or support annual compost sampling and laboratory analysis requirements.
  • Oversee container management activities, including placement, labeling, lining, cleaning, serviceability checks, replacement needs, and coordination with facility users.
  • Support finished compost distribution, including coordination of material availability, loading support, tracking, and documentation.
  • Implement and monitor nuisance, odor, vector, standing water, housekeeping, track-out, and fire prevention controls.
  • Coordinate safe operation of compost-related equipment, vehicles, tools, and support equipment.
  • Ensure staff follow established safety procedures, personal protective equipment requirements, traffic controls, sanitation practices, and site-specific work procedures.
  • Maintain facility security and access awareness, including support for inspections of vehicles entering or leaving the compost facility when assigned.
  • Communicate operational concerns, schedule issues, safety observations, equipment needs, or staffing concerns to the Project Manager.
  • Participate in meetings, site visits, quality checks, and inspections as requested.
  • Perform hands-on compost facility support duties as needed to meet daily operational requirements.
  • Perform other compost facility support duties as assigned by the Project Manager.
Minimum Qualifications
  • High school diploma or equivalent.
  • Experience in composting, recycling, solid waste, environmental field operations, facility operations, grounds maintenance, or related work.
  • Demonstrated ability to lead small field crews or coordinate daily operational tasks.
  • Ability to maintain accurate logs, records, checklists, and reporting inputs.
  • Ability to identify contamination, unsafe conditions, equipment issues, and operational concerns.
  • Ability to work outdoors in varying weather conditions, including heat, dust, odors, and physically active field conditions.
  • Ability to lift, carry, push, pull, and maneuver materials and containers as required for compost facility operations.
  • Valid driver's license and ability to operate vehicles safely on an active military installation.
  • Ability to pass installation access, background, badging, or position-of-trust requirements, as applicable.
Preferred Qualifications
  • TCEQ Certified Master Composter, or ability to obtain certification if required.
  • Prior experience supporting a municipal, military, commercial, agricultural, composting, recycling, or solid waste facility.
  • Experience with food waste, manure, yard waste, wood debris, or organic material processing.
  • Experience operating or directing use of loaders, skid steers, collection vehicles, utility vehicles, scales, or other facility equipment.
  • Familiarity with 30 TAC Chapter 332 composting requirements or similar composting/recycling regulations.
  • Experience preparing field logs, monthly reports, sampling documentation, or environmental compliance records.
  • Prior experience working on a federal installation or under a government contract.
Physical Requirements
  • Ability to work primarily outdoors in variable weather conditions.
  • Ability to stand, walk, bend, stoop, reach, climb, and perform physically active work for extended periods.
  • Ability to lift and carry materials, tools, hoses, bags, liners, containers, or equipment as required.
  • Ability to work around compostable materials, food waste, manure, wood debris, odors, dust, insects, and active vehicle/equipment movement.
  • Ability to wear required personal protective equipment.
