General Description:
Will provide overall contract management support to ODHS contracts. Areas of responsibilities include liaison with contractor, budget development and monitoring, continuous quality and risk management, supervision of service providers. Qualified applicants will demonstrate knowledge of child welfare services and systems and be able to work within that structure. Demonstrated experience in general office management, with knowledge of record keeping and financial information. Should have exceptional oral and written communication skills. Must have excellent computer skills in a Microsoft Windows environment, including proficiency with Microsoft Word, Excel, and database management and record keeping software. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Minimum Qualifications:
Must possess a bachelor’s degree in counseling, social work, or related field and be able to qualify as a Qualified Mental Health Associate (QMHA). Master's degree and licensure in the respective field is optimal. Minimum of two years of experience in a lead or supervisory role in a social services or clinical setting required. Minimum of five years’ experience providing family therapy, in-home services, and/or working with high-risk families.
Should have knowledge in the areas of teaching, child development, child and family mental health, social learning theory, behavior management skills, and power and control dynamics. Experience must include work with high-risk families, preferably using change-based family preservation models. Will be able to demonstrate knowledge of issues frequently affecting high-risk families such as drug and alcohol abuse, domestic violence, sexual abuse and neglect. Should be able to work effectively with children, parents and community partners, and have a respectful, open, unbiased, accepting attitude toward clients and their families.
Must be able to pass a criminal background check and fingerprinting.
Essential Duties and Responsibilities
Contract Management – 30%
Serves as the Options liaison to community partners
Responsible for developing and maintaining positive relationships within the community
Oversees all aspects of the contract, including oversight of records, budgets and contract compliance, ensuring that all laws, regulations, ethics and policies are met
Acts as liaison with ODHS caseworkers, supervisors, care coordinators and other staff for consultation and case management as needed
Monitors contract compliance including number of families served, hours of service, caseworker satisfaction and client satisfaction, ensuring program effectiveness and efficiency
Processes and submits appropriate reports, based on contract and agency requirements
Staff Management – 40%
Provides oversight of administrative staff and service providers and manages all physical requirements of the office and/or building
Participates in staff hiring
Conducts thorough orientation of new staff including training on the role and expectations of the contractor, intervention strategies, contract compliance, and mandatory reporting laws
Communicates administrative requirements to staff, including records. compliance and productivity requirements; offers training and support as needed
Performs client visits with staff as needed to monitor service delivery and offer appropriate feedback for professional development
Provides ongoing clinical consultation with structured staffing of cases through weekly one-hour individual supervision for each service provider
Reviews and monitors clinical records within the electronic client record (ECR), and signs documents to meet state regulatory standards for treatment plans and assessments
Monitors staff performance and contract compliance through the use of the electronic client record (ECR) and gives feedback to service providers as needed
Completes regular evaluations of staff to assess knowledge of and compliance with intervention strategies and support ongoing professional development.
Conducts regular staff and team meetings monthly to encourage cohesion, inform staff of training, or offer group training that addresses best practices and techniques
Direct Client Services  – 20%
Provide direct services to families and individuals referred to FS&C, ISRS, or other ODHS contracts
Maintain appropriate engagement with clients and offer goal-focused interventions to address presenting concerns
Keep accurate, timely records, including required reports to referring agency
Adhere to Oregon rules related to mandatory reporting
Requirements include all other aspects of direct service provision, as indicated in respective job descriptions
As program manager, more than 20% may be required to provide services to fill gaps
Ability to cope with clients who may use challenging or offensive language with potential for escalation to physical aggression
Other Duties – 10%
Required to work with minimal oversight from the regional director
Relates effectively with ODHS staff, service providers and the community, including participation in evaluation activities or community meetings as designated or requested by the contractor, or as assigned by the regional director
Participates in regular meetings with the regional director and other supervisors
Knows and consistently implements all agency established policies, procedures, protocols, and personnel guidelines
Participates in the agency’s quality improvement process and assists in meeting performance measures in established domains
Some afterhours work may be required to support providers with consultation on issues of child safety or crisis management
Remains up-to-date on current research and evidenced based practices
Provides direct services to clients as necessary to remain current in practice and technique
Maintains client confidentiality according to HIPAA and state guidelines
Consistently interacts with staff and clients in a manner that reflects the agency’s mission and values
Coordinate all building and space needs, maintenance and repair issues, and appropriation of needed supplies and equipment
Monitors building safety needs including daily security / HIPPA sweep before leaving
Working Conditions
Ability to sit at a work station for extended periods.
Ability to stand, work, and drive throughout the day.
Ability to transport clients (ie: safe driving record, clean and reliable transportation)
Mobility, including occasional lifting a minimum of 30 lbs., climbing stairs, bending, stooping, and reaching, and dexterity sufficient handle required job related functions and move about the facility
Requires continual mental concentration and attention to details. Extended periods of focus and attention and computer use are frequently required.
Strict deadlines must always be met, which may result in frequent stress
The changing and complex environment and limited resources require leadership skills that alleviate employee distress and maintain a quality of service.
Able to make quick accurate day to day decisions based only on precedent and/or experience.
Positions that require driving must maintain vehicle insurance as required by law, with a minimum of $100,000/$300,000/$100,000 personal auto liability coverage (proof of insurance will be required).
