Job description

The Environmental Compliance Monitor provides field-based environmental compliance monitoring and inspection services on active construction projects. This role supports construction phase environmental compliance by conducting site inspections, documenting conditions, identifying noncompliance, and coordinating corrective actions in accordance with applicable permits, plans, and regulatory requirements.
The position is primarily field based and requires regular travel to construction sites, including extended stays out of town. Environmental Compliance Monitors work under the direction of a team leader or project manager to support regulatory requirements through consistent, high-quality field observations and reporting. This is a great opportunity for a highly motivated, energetic person with strong communication skills.
This role requires a working knowledge of environmental compliance requirements and the ability to apply established procedures and project-specific requirements in the field. Expectations are to perform assigned tasks independently under general instruction, exercise sound judgment in identifying and documenting typical compliance issues, and escalate more complex, unusual, or higher-risk issues to project leadership for direction.
Your Key Responsibilities
  • Field Monitoring & Inspection- Conduct environmental compliance inspections on active construction sites to identify and document issues related to stormwater management; erosion and sediment control; wetlands, waterways, and other regulated resources; as well as compliance concerns involving threatened and endangered species, cultural resources, required buffers, and tree preservation.
  • Conduct environmental compliance inspections for additional permit and plan requirements, as applicable to the project, including Spill Prevention, Control, and Countermeasure (SPCC) plans; air quality permit conditions and fugitive dust controls; construction related noise requirements; and other environmental compliance obligations identified in project documents or permits.
  • Apply working knowledge of environmental permits, plans, and standard practices to assess field conditions and determine compliance; exercise some independent judgement in the field, escalating more complex interpretations, permit deviations, or non-routine conditions to project leadership.
  • Verify compliance with project specific permits, plans, and environmental requirements, including SWPPPs, mitigation plans, and construction drawings.
  • Monitor construction activities to ensure impacts to regulated resources comply with permit requirements.
  • Verify that restoration methods and seed mixes used on projects for wetlands, agricultural land, and other areas requiring restoration conform to the requirements of the project.
  • Verify that areas of disturbance conform to the project requirements, and sensitive areas are not adversely impacted during construction activities, including monitoring to prevent over-clearing.
  • Documentation & Reporting- Document site conditions through written field notes, photographs, and inspection reports using project-specific formats and electronic data collection tools.
  • Identify, document, and track instances of non-compliance and communicate findings to team leaders, project managers, and construction personnel.
  • Assist with preparation of routine inspection reports and regulatory documentation as required.
  • Review and prepare construction specific mitigation plans, depending on project requirements.
  • Coordination & Communication- Work directly with contractors and construction personnel in the field to communicate environmental requirements and support timely corrective actions.
  • Coordinate with project team members to address field issues and clarify permit or plan requirements.
  • Perform day-to-day field coordination and communication under moderate supervision, following established procedures and general direction, with access to project leadership for guidance on complex or sensitive issues.
  • Safety & Compliance Culture- Actively support and follow all health, safety, and environmental (HSSE) requirements, including exercising stop work authority when unsafe or noncompliant conditions are observed.
  • Participate in required safety training and adhere to client and site-specific safety protocols.
  • This role may include serving as an embedded environmental compliance team member for a Stantec client, working onsite or integrated within the client's project team.
  • Assist with non-construction related projects or assignments as business needs dictate/arise to support and contribute to the continued success of Stantec

Your Capabilities and Credentials
  • Excellent written and verbal communication skills, and the ability to work collaboratively and communicate effectively with others.
  • Familiarity with natural resources such as wetlands, waterways, rare species, invasive species, and other environmental features.
  • Working understanding of construction site environmental controls, including erosion and sediment control BMPs.
  • Working knowledge of environmental compliance requirements and the ability to apply established procedures and project-specific requirements in the field.
  • Ability to accurately observe, document, and communicate field conditions.
  • Ability to exercise independent judgment on routine field issues and recognize when to seek guidance on complex or non-standard compliance situations.
  • Proficiency with Microsoft Office, paperless reporting and documentation, use of basic electronic data entry tools.
  • Ability to work weekends as needed, as dictated by weather and construction needs.
  • Willingness to learn new skills and ask questions while conducting field work.
  • Knowledge of federal, state, and local regulatory requirements associated with utility construction compliance is considered an asset.
  • Travel requirement: Approximately 75% travel, including extended assignments and variable schedules based on construction activities.
  • Ability to work outdoors in varied weather conditions and around active construction operations.
  • Valid driver's license and ability to meet motor vehicle record requirements.
  • Ability to pass a background check and drug screen.

Education and Experience
  • Technical degree/diploma/certificate or equivalent in related field; or equivalent combination of education and experience. Minimum of 2 years of experience.
  • 2+ years of experience in environmental monitoring, construction inspection, stormwater compliance, or related field work.
  • Prior experience on construction sites or performing environmental inspections is required.
  • Experience working through environmental permitting in multiple markets is an asset.

Field work may include exposure to the elements including inclement weather and performance of repetitive work such as lifting, bending, or standing for long periods of time. Typical office environment working with computers and remaining sedentary for long periods of time.
