Job Description Summary:
Under the supervision of the Executive Director, the Program Manager is responsible for coordinating, monitoring and supervising the staff involved in the delivery of Outpatient Clinical and Case Management services. He/she also supervises the administrative staff located at each office. The Program Manager is responsible for program planning, quality assessment and improvement activities, staffing issues, and budgetary issues related to the program. The Program Manager generally works eight (8) hours per day, five (5) days per week. The Program Manager is generally available during evenings and weekend for consultation to other staff as needed. Employee is subject to call back as required by the hospital.
ESSENTIAL JOB FUNCTIONS:
  • Manages day to day operations for:
  • Outpatient clinical
  • Case management
  • Administrative staff and functions
  • Oversee selection and orientation of new staff. Evaluates performance of all staff and gives feedback in a manner that reinforces positive performance and helps to correct deficiencies and problems. Communicates policy and important information to staff promptly and clearly.
  • Sets a good example for staff in terms of quality care of consumers, conscientious management of responsibilities, good rapport with staff, professionalism, and being on time with commitments.
  • Is able to handle a high volume of divergent demands effectively through good organization, setting of priorities, timely decision making and stress management.
  • Is able to balance administrative responsibilities with maintaining a clinical caseload.
  • Meets or exceeds agency standards related to productivity and timely completion of paperwork.
  • Relates well to other departments and staff at all levels within the organization so that he/she is perceived as helpful, cooperative, knowledgeable and effective.
  • Understands and implements all guidelines set forth by licensing bodies and funding sources.
  • Plans and implements new programs, processes and/or services in conjunction with administration and other programs affected by these developments.
  • Serves on Center or community councils and teams (or assures the Center is represented) on the basis of Center/community needs and the Center's priorities.
  • Has daily interactions with clients who are mentally ill, seriously emotionally disturbed and/or chemically dependent who, due to their impairment, are at high risk for labile, volatile and/or unpredictable behavior.
  • Provides for administrative/clinical supervision to all staff.
  • Performs related responsibilities as required or directed.

JOB SPECIFICATIONS:
EDUCATION:
  • Must possess skills and proficiencies in the principles, concepts and techniques of the mental health profession. Individual must have a Master's Degree in social work, psychology, or other related Social Science Field.

LICENSURE, REGISTRATION, CERTIFICATION:
  • Licensure is preferred

EXPERIENCE:
  • Must have at least two (2) years experience in the Mental Health Field. Individual must be able to demonstrate leadership and supervisory abilities.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Must possess skills and proficiencies in the principles, concepts and techniques of the mental health profession. Computer skills are helpful.
