Job description

Community Relations Representative II

Location: Southwest Region of Missouri

Field: This field-based role enables associates to primarilyoperatein the field, traveling to client sites or designated locations as their role requires, with occasional office attendance for meetings or training. This approach ensures flexibility, responsiveness to client needs, and direct, hands-on engagement.

The Community Relations Representative II is responsible for developing, maintaining, and activating community relationships across the Southwest Region of Missouri to support Healthy Blue Missouri's Medicaid growth, retention, member engagement, renewal education, Adult Expansion outreach, and community impact priorities.

How you will make an impact:

  • Serves as an in-market representative for Healthy Blue across assigned Southwest Missouri counties, building trusted relationships with community-based organizations, faith-based organizations, providers, schools, local agencies, food access partners, rural health partners, and other organizations that serve Medicaid members, potential members, families, and historically underserved populations.

  • Supports a defined Southwest Missouri territory that includes rural, high-poverty, high-opportunity, and priority hot zone communities.

  • Responsible for planning and executing community engagement strategies that strengthen Healthy Blue's local presence, support member choice and retention, activate community partners, and generate measurable proof points for leadership reporting, health equity, Social Determinants of Health (SDOH), and community impact documentation.

  • Supports key priorities, including membership growth and retention, renewal education, Medicaid work requirement readiness, value-added benefit awareness, access to care, HEDIS (Healthcare Effectiveness Data and Information Set)//quality initiatives, maternal and child health, behavioral health, rural engagement, and whole health/health equity outcomes.

  • Leads and executes community engagement strategies across the assigned Southwest Missouri territory to support Medicaid membership growth, retention, plan choice, Adult Expansion engagement, and Healthy Blue's brand reputation.

  • Builds, maintains, and activates relationships with community organizations, provider offices, faith-based organizations, schools, food access partners, local agencies, rural health partners, social service organizations, and other partners serving Medicaid-eligible populations.

  • Identifies, plans, coordinates, and staffs in-person and virtual events, partner-led engagements, sponsorship activations, Member Advisory Councils, partner/provider events, listening sessions, and other outreach opportunities aligned to business, market, and MO HealthNet priorities.

  • Educates members, potential members, and community partners on Healthy Blue benefits, value-added benefits, provider access, care navigation, Medicaid renewals, redetermination expectations, Adult Expansion needs, and Medicaid work requirement readiness.

  • Supports targeted outreach in priority counties and hot zone ZIP codes to increase engagement with members, prospective members, Adult Expansion populations, families, and individuals at higher risk for churn, access barriers, or unmet health and social needs.

  • Strengthens partner activation by equipping community organizations with approved Healthy Blue messaging, collateral, resources, and referral pathways to help expand reach to Medicaid members and prospective members.

  • Serves as a liaison between Healthy Blue and community partners to identify local needs, cultural considerations, rural access barriers, service gaps, SDOH needs, member experience issues, and opportunities to improve engagement and retention.

  • Conducts community and partner presentations to increase awareness of Healthy Blue's value proposition, provider network, value-added benefits, digital tools, Sydney app, member resources, and available programs.

  • Partners with internal teams to align outreach with HEDIS/quality priorities, maternal and child health, preventive care, behavioral health, rural access, SDOH, health equity, Medicaid reconciliation, and renewal readiness initiatives.

  • Captures community insights, partner feedback, member stories, testimonials, photos, event outcomes, member touches, and engagement results to support leadership reporting, RFP storytelling, media opportunities, and documented proof of local impact.

  • Tracks all outreach, marketing, engagement, event, and partner activities accurately and timely in Salesforce or other required systems, including attendance, member/prospective member interactions, engagement hours, outcomes, follow-up needs, and partner results.

  • Identifies opportunities to strengthen event pipeline, partner-led engagement, sponsorship activation, social media or public relations opportunities, and community visibility without unnecessary additional spend.

  • Maintains a consistent cadence of in-person and virtual engagement activity to meet enterprise engagement expectations, including Full Events, Quick Events, partner meetings, member education, and community outreach.

  • Collaborates with regional peers, leadership, and cross-functional partners to ensure Southwest Region engagement efforts are coordinated, compliant, measurable, and aligned to Healthy Blue Missouri priorities.

Minimum Qualifications:

  • HS diploma or equivalent and a minimum of 2 years of experience in healthcare, community outreach, sales, marketing, public relations, nonprofit engagement, social services, or a related environment; or any combination of education and experience that would provide an equivalent background.

  • Valid driver's license and access to a motor vehicle with valid motor vehicle insurance required.

Preferred Skills, Capabilities and Experiences:

  • AD or BA/BS preferred.

  • Ability to travel regularly throughout the assigned Southwest Missouri territory, including rural communities and evening or weekend events as business needs require.

  • Experience working with Medicaid, managed care, community-based organizations, providers, faith-based organizations, schools, public health, social services, rural communities, or underserved populations preferred.

  • Knowledge of Missouri Medicaid/MO HealthNet, Medicaid renewals, Adult Expansion populations, rural health access barriers, SDOH, health equity, and community engagement strategies preferred.

  • Knowledge of the provider network supporting the Southwest Missouri delivery area and understanding of Healthy Blue and competitor value-added benefits preferred.

  • Strong relationship-building, presentation, communication, event planning, organization, follow-up, and partner activation skills preferred.

  • Experience using Salesforce or another CRM/database to document outreach, engagement activity, partner interactions, event outcomes, and member/prospective member touches preferred.

  • Ability to work independently in the field, manage multiple priorities, represent the organization professionally, and escalate community insights, risks, and opportunities to leadership.

  • State health insurance licensure preferred. Insurance license may be required dependent on state.
