BVA Bears IT Solutions is seeking a CDFI / Community Finance Specialist, that serves as the subject matter expert for community development finance and capital access within the Appalachian Business Builders initiative. This role is responsible for providing technical leadership in the design, structuring, and financial modeling of a regional Community Development Financial Institution (CDFI) serving Allegany, Garrett, and Washington Counties. The Specialist supports ecosystem analysis, capitalization strategy, governance planning, and development of the final business plan and implementation proposal.
Work Location & Travel
Hybrid/remote work environment with periodic travel across Allegany, Garrett, and Washington Counties, in Western Maryland, for engagement sessions and research validation.
Essential Duties and Responsibilities
Community Finance Ecosystem Analysis (Ongoing)
Analyze regional capital access landscape, identify financing gaps, and support development of the Needs Assessment and financing gap analysis.
CDFI Structuring & Product Development (Milestone-Driven)
Define CDFI organizational structure and design lending products aligned with community needs and best practices.
Capitalization Strategy & Financial Modeling (Recurring)
Develop capital strategy including funding sources, investment opportunities, and financial projections to support sustainability.
Governance & Operational Model Support (Phase-Driven)
Provide input on governance structures, board composition, and operational models to ensure viability and scalability.
Business Plan & Implementation Support (Deliverable-Focused)
Develop financial and capitalization sections of the business plan and support implementation proposal development.
Stakeholder Engagement & Technical Advisory (Continuous)
Engage financial institutions, investors, and stakeholders; provide technical guidance on CDFI models and financing strategies.
Documentation, Compliance & Quality Assurance (Continuous)
Maintain audit-ready financial documentation, ensure compliance with funding requirements, and support high-quality deliverables.


Required Qualifications
Demonstrated experience in community development finance, CDFI operations, small business lending, or capital access initiatives; strong financial modeling and analysis skills; knowledge of rural financing environments; strong communication and technical writing skills.


Certifications
Community development finance or financial certifications preferred but not required.
Highly Valued Certifications
Certified CDFI Professional; Economic Development Finance Professional (EDFP); or equivalent experience.
