BVA Bear's IT Solutions is seeking a part-time Solution / Infrastructure Architect, located within one hour of
Harrisburg, PA,
to support onsite work as needed.
Remote work may or may not be authorized, depending on client requirements.
The Solution / Infrastructure Architect is responsible for providing technical leadership, architectural governance, and platform alignment for Application Managed Services (AMS), with primary focus on Task F (Transition In) and support for ongoing AMS service stability. This role ensures that solution and infrastructure architectures are designed, transitioned, and maintained in alignment with Commonwealth architecture standards, security policies, and PennDOT Information Engineering Division (IED) requirements.
The Solution / Infrastructure Architect establishes a stable, secure, and supportable technical foundation for AMS operations by leading architecture design activities, governing technical decisions, and proactively identifying and mitigating architectural risks across PennDOT's diverse application ecosystem.
Work is performed primarily remote in alignment with the AMS requirements baseline. Onsite participation at PennDOT facilities may be required during transition activities, architecture reviews, technical workshops, readiness assessments, or governance meetings when requested by PennDOT.
Essential Duties and Responsibilities:
Architecture Leadership & Design Governance
- Lead the development, validation, and maintenance of the Infrastructure Architecture Design Document (IADD).
- Ensure infrastructure, hosting, network, database, middleware, and integration designs align with Commonwealth reference architectures and PennDOT standards.
- Establish architectural guardrails to prevent the introduction of non-standard, unsupported, or duplicative technologies.
- Validate designs for scalability, resiliency, maintainability, and operational supportability within the AMS delivery model.
Security, Compliance & Risk Management
- Ensure solution and infrastructure architectures comply with Commonwealth security policies and audit requirements.
- Coordinate with security and compliance leads on architecture reviews, risk assessments, and remediation planning.
- Identify architectural risks related to availability, performance, capacity, data integrity, and security, and define mitigation strategies.
End-to-End Platform & Application Integration
- Validate architectural dependencies across applications, shared services, integrations, environments, and infrastructure layers.
- Ensure platform services are properly sized, configured, and documented to support steady-state AMS operations.
- Provide recommendations for managing architectural complexity and technical debt.
Change Enablement & Transition Support
- Provide architectural oversight for transition-related changes, environment onboarding, and configuration updates.
- Validate technical impacts, readiness, and rollback strategies for proposed changes.
- Support controlled, ITSM-aligned change and release execution during transition.
Readiness & Acceptance Support
- Support transition readiness assessments by validating technical environments, tooling, access, monitoring, and documentation.
- Confirm that IADD artifacts, configuration baselines, and architecture diagrams accurately reflect the operational environment.
- Provide technical readiness input supporting formal transition acceptance.
Required Qualifications:
- Minimum 10 years of experience in enterprise infrastructure or solution architecture roles.
- Demonstrated experience supporting complex, multi-application environments in public-sector or regulated settings.
- Strong knowledge of infrastructure platforms, application architectures, and IT service delivery models.
- Proven ability to collaborate with cross-functional technical and operational teams.
Highly Valued Certifications (Optional)
- TOGAF or equivalent enterprise architecture certification
- Cloud platform certifications (AWS, Azure, or equivalent)
