Job description

Job Summary (List Format) โ€“ Project Manager 3, PMP (Texas HHSC)
- Position: Project Manager 3 (PMP certified), Information Technology
- Location: On-site at 701 W 51st St, Austin, Texas 78751
- Duration: 9+ month contract (potential for extension)
- Client: Texas Health and Human Services Commission (HHSC)
- Pay Rate: $75/hr
- Citizenship Requirements: US Citizens and Green Card holders only
Key Responsibilities:
- Plan, budget, oversee, and document all aspects of assigned IT projects, independently managing complex initiatives.
- Lead and coordinate PMAS (Performance Management & Analytics System) projects under HHSCโ€™s Office of Chief Data Architect.
- Collaborate closely with the Office of Data Analytics & Performance and other IT/business stakeholders to ensure compliance with state, federal, and agency standards.
- Develop and maintain project management documents and deliverables per DIR Project Delivery Framework.
- Create RFPs for vendor services and solutions; oversee procurement and vendor management.
- Manage resource allocation, project work plans, timelines, approvals, and budgets.
- Oversee integration and expansion of HHS data management solutions and cross-departmental data initiatives.
- Ensure clear and frequent communication with project teams, leadership, and stakeholders.
- Lead agile project management activities, including sprints, scrums, backlog grooming, and retrospectives.
- Identify and manage project risks, escalate issues, and coordinate resolutions.
- Report to the IT Data Analytics Support Director; manage day-to-day operations and facilitate team management and training.
- Perform additional duties as assigned.
Required Qualifications:
- 8+ years IT project management experience, including full PMLC and SDLC involvement.
- 8+ years in IT, with at least 5 years in data management/analytics/business intelligence/web development/SOA.
- Demonstrated experience in developing project documentation, tracking budgets, and using project tracking tools.
- Strong team leadership skillsโ€”mentoring, task assignment, facilitation, and training.
- Proven expertise in risk management, problem resolution, and progress reporting.
- Excellent written and verbal communication abilities.
- Experience leading Agile project teams (planning increments, sprints, Kanban, etc.).
- PMP certification (must provide certificate number in resume).
- Healthcare background and previous work experience in Health and Human Services or state agencies.
Preferred Qualifications:
- Prior experience in public health or the healthcare industry (6+ years).
- Experience managing multi-agency or multi-IT department initiatives.
- Work experience with Texas Health and Human Services or similar agencies.
- Experience managing TSS Sprint Teamsโ€™ activities with the State of Texas.
- Expertise in resource management in a matrixed environment.
- Ability to develop, document, and execute project, work, and quality plans.
- Full project lifecycle involvement from analysis/planning to deployment.
- Experience building and motivating IT project teams.
- Familiarity with access & eligibility programs.
