POSITION DESCRIPTION
A & M is seeking a Proposal Manager to join our team providing leadership and management of proposal, qualification, and pursuit activities for A&M Engineering. This position oversees the full proposal lifecycle from opportunity identification through contract award and serves as a key contributor to the company's strategic growth initiatives.
The Proposal Manager collaborates with executive leadership, business development personnel, operations managers, project managers, technical staff, and teaming partners to develop winning strategies, coordinate proposal efforts, and ensure the submission of high-quality, compliant, and competitive proposals. This position also oversees proposal personnel, proposal systems, and knowledge management resources that support the company's federal, state, municipal, and commercial business development efforts.
Requirements
WHAT YOU'LL BE DOING
The successful candidate will be responsible for:
  • Proposal Leadership & Strategic Pursuit Management - Lead and manage the complete proposal lifecycle from opportunity identification through submission and award. - Direct proposal efforts for federal, state, municipal, commercial, and private-sector opportunities. - Manage all MATOC, IDIQ, OASIS+, SABER, and other strategic contract vehicle pursuits. - Develop pursuit strategies, win themes, discriminators, and proposal messaging. - Conduct bid/no-bid analyses and provide recommendations to executive leadership. - Facilitate proposal kickoff meetings, strategy sessions, review cycles, and lessons-learned meetings. - Ensure proposal schedules, milestones, and deadlines are met while maintaining quality standards. - Track proposal costs and return on investment (ROI) for major pursuits.
  • Business Development Support - Partner with the Vice President of Business Development, President, Chief Business Officer, and operational leaders to support strategic growth objectives. - Participate in capture planning, market research, and client development activities. - Assist in identifying and qualifying new opportunities within target markets. - Support customer relationship management efforts and strategic account planning. - Coordinate pursuit activities across Engineering, Environmental, Construction, Transportation, and Wastewater divisions. - Support interview preparation, oral presentations, and client-facing marketing activities.
  • Proposal Development & Compliance - Manage the preparation, writing, editing, formatting, production, and submission of proposal documents. - Review RFPs, RFQs, IFBs, Sources Sought notices, and other procurement documents to identify requirements and evaluation criteria. - Develop compliance matrices, proposal outlines, and submission checklists. - Coordinate contributions from technical experts, project managers, subcontractors, and teaming partners. - Ensure all proposal submissions are compliant, compelling, and professionally presented. - Oversee proposal quality assurance and quality control reviews.
  • Teaming & Strategic Partnerships - Coordinate teaming agreements, non-disclosure agreements, joint venture arrangements, and subcontractor participation. - Develop and maintain relationships with teaming partners, subcontractors, consultants, and strategic collaborators. - Support HUBZone, Small Business, and socioeconomic program compliance requirements as applicable to pursuits. - Manage proposal consultants, graphic designers, and external proposal resources when required.
  • Proposal Team Leadership - Supervise Proposal Coordinators, Marketing Coordinators, and proposal support personnel. - Assign proposal responsibilities and manage departmental workload priorities. - Develop proposal procedures, workflows, and best practices. - Train staff on proposal development processes, compliance requirements, and proposal tools. - Establish performance goals and development plans for proposal personnel.
  • Knowledge Management & Proposal Systems - Maintain and oversee the company's proposal knowledge management system. - Manage the SharePoint Proposal Library and ensure proposal resources remain organized and accessible. - Oversee maintenance of: - Corporate qualifications statements - Project descriptions and case studies - Past performance records - Employee resumes and biographies - Certifications and licenses - Organizational charts - Standard proposal content - Develop and maintain proposal templates, style guides, branding standards, and submission procedures. - Archive proposal submissions and maintain lessons-learned documentation.
  • CRM & Opportunity Management - Administer and maintain proposal-related information within the CRM and other business development systems. - Track opportunity status, proposal schedules, and pursuit milestones. - Coordinate with business development staff to ensure pipeline information remains accurate and current. - Generate pipeline, proposal activity, and business development reports for executive leadership.
  • Reporting & Performance Metrics - Monitor proposal volume, win rates, revenue generated, and proposal costs. - Analyze proposal outcomes and identify opportunities for continuous improvement. - Prepare reports and presentations for executive leadership regarding proposal activity and business development performance. - Recommend process improvements and resource needs based on organizational growth objectives.

Required Skills
  • Education - Bachelor's degree in Business Administration, Marketing, Communications, English, Public Administration, Engineering, or a related field preferred. - Equivalent combination of education and experience may be considered.
  • Experience - Minimum of 5 years of proposal management, business development, marketing, or related experience. - Experience managing complex federal, state, municipal, and commercial proposals. - Experience within engineering, environmental, construction, professional services, or government contracting industries strongly preferred. - Experience managing proposal personnel and cross-functional teams preferred. - Demonstrated success leading winning proposal efforts.
  • Strong leadership and project management skills.
  • Advanced understanding of federal acquisition and procurement processes.
  • Experience with MATOC, IDIQ, GSA, OASIS+, and other government contract vehicles preferred Excellent interpersonal skills with all levels of management, staff, and clients.
  • Exceptional writing, editing, proofreading, and communication skills.
  • Strong organizational and analytical abilities.
  • Ability to manage multiple priorities and deadlines simultaneously.
  • Proficiency with Microsoft Office Suite, SharePoint, CRM platforms, and proposal management systems.
