Join the Nalley Consulting team as a Collection Manager at Fort Meade, MD.
Position: Collection Manager (Reports Officer)
LCAT: Senior
Location: Fort Meade, MD - ICC
Required clearance: TS/SCI with CI poly. Only candidates with current polygraphs conducted within the past seven years can be considered.
Required experience and education: Bachelor's degree and at least 8 years of experience relevant to Collections Management, with at least a portion of the experience within the last 2 years. 12 years of experience in Collections Management in lieu of degree.
Required certification: Graduate of an in-residence DoD or IC collection management course.
Description
This role is responsible for managing the end-to-end intelligence reporting process, ensuring raw intelligence is accurately reviewed, coordinated, and disseminated in accordance with DoD and Intelligence Community policies. The ideal candidate has extensive experience with HUMINT reporting, source management, intelligence oversight, and collection management within the Intelligence Community.
Required Qualifications
  • Graduate of a DoD or Intelligence Community Collection Management or Desk Officer course.
  • Strong knowledge of HUMINT reporting processes, Intelligence Community classification guidance, and intelligence oversight requirements.
  • Experience managing large datasets and ensuring data integrity across multiple databases.
  • Proficiency performing statistical analysis and reporting.
  • Excellent written and verbal communication skills.

Responsibilities
  • Review, edit, coordinate, and publish Intelligence Information Reports (IIRs) in compliance with Intelligence Community and DoD reporting standards.
  • Process and disseminate raw, unevaluated intelligence information while ensuring adherence to intelligence oversight requirements.
  • Track and analyze intelligence reporting metrics and prepare briefings for senior leadership.
  • Maintain and enforce standard operating procedures (SOPs) related to collection management, reporting, and source management.
  • Advise leadership and collection personnel on reporting policies, dissemination procedures, and source management updates.
  • Consolidate intelligence reporting into IIR format to meet command reporting requirements.
  • Maintain, validate, and manipulate data across multiple classified databases using Excel, Access, and other reporting tools.
  • Compile monthly operational reporting statistics and develop reports for leadership.
  • Develop and maintain Operating Instructions (OIs) supporting command-wide collection and reporting initiatives.

Desired Qualifications
  • Experience serving as a HUMINT Reports Officer or Collection Manager.
  • Advanced proficiency with Excel, Access, and classified intelligence databases.
  • Familiarity with DoD and Intelligence Community collection management systems and reporting tools.
  • Knowledge of USCYBERCOM J2X reporting processes and oversight requirements.
  • Experience with DoD HUMINT collection authorities and Intelligence Oversight policies.
  • Recent Intelligence Community experience (within the past two years).
  • Master's degree in a related field.
