General Statement of Duties:
Under general direction, to plan, organize, manage, and supervise an assigned service area in the Behavioral Health Department; to develop and monitor a service area budget; to supervise and train assigned staff; to provide specialized and intensive behavioral health or alcohol and other drug treatment, counseling, therapy, and services for department clients to serve as a liaison with community, regional, or state agencies; and to do related work as required. This classification is a for cause, exempt position.
DISTINGUISHING CHARACTERISTICS
This is the unit program management level in the Behavioral Health class series. Incumbents are responsible for managing and supervising an assigned system of care or administrative unit in the Behavioral Health Department. Duties designated in this series are performed as part of a regular job assignment in units large and complex enough to support such specialized assignments. These units include:

CLASSIFICATIONS SUPERVISED
Systems of Care programs: Behavioral Health Site Supervisor; Behavioral Health Clinician I, II, III, IV; Behavioral Health Services Specialist I, II; Staff Psychologists I, II; Behavioral Health Nurse/Psych Tech I/II; Psychiatric Aide I/II. Also, can provide collaboration with and oversight of telehealth providers.
All programs: Support staff as applicable.
Examples of Duties
Essential Functions:
Plans, directs, coordinates, implements, and supervises staff in an assigned service system of care or administrative service area in the Behavioral Health Department in coordination with other units within the department and in coordination with other county departments and state and community agencies; provides unit, program, and team leadership including direct supervision and training of professional and paraprofessional staff, team productivity development, enforcing compliance with state, federal, and local laws and regulations with staff, and monitoring of service unit budget; monitors staff activities and prepares performance evaluations; gathers data, conducts analysis,
and makes recommendations to improve delivery of program services; develops and implements changes to improve service delivery; problem solves complex service system and administrative processes; analyses data and prepares program reports; develops proposals and recommendations for new services; designs and implements new programs and services; assists with development of policies and procedures for the department; drafts, negotiates and monitors contracts with service providers including other government units and private sector providers; develops formal and informal collaborative arrangements with other community resources; develops memoranda of understanding with partner agencies; analyzes and assesses the impact of legislation and regulations on the service system; participates in decisions regarding the allocation of limited resources; facilitates staff utilization of community resources; and represents the department in a variety of forums; oversees and reviews clinical, client, or fiscal documentation depending on service area; may have responsibility for monitoring and managing psychiatric hospitalizations or residential treatment admissions and may serve as a liaison with inpatient facilities; prepares, reviews, and appraises treatment plans and service including medicationsand treatment interventions; prepares consumer evaluations for other agencies; provides staff consultation on complex or difficult cases; serves as a liaison with local, regional, and state committees and organizations to develop effective community-based, consumer-driven behavioral health or alcohol and drug services; and assesses community behavioral health and/or alcohol and drug needs.
Knowledge of:
  • Principles and methods of individual and group counseling.
  • Problems and needs of individuals with serious mental illness, alcohol and/or other drug abuse problems.
  • Thorough knowledge of psychological and social aspects and characteristics of emotional disturbances and mental illness.
  • Methods and techniques for conducting psychological and social assessments.
  • Methods and techniques for conducting medication evaluations.
  • Human behavior and development.
  • Available community resources for Behavioral Health services.
  • State, federal and local laws and regulations regarding Behavioral Health and social service programs, especially those pertaining to an individual's legal rights.
  • Basic knowledge of medications and psychotropic drugs used in Behavioral Health treatments.
  • Principles and current methods, practices, and trends of general and behavioral health clinical problems and service delivery.
  • Assess mental disorders and functional impairments, developing effective care plans in consultation with clients and other professional staff.
  • Conduct effective individual and group psychotherapy.

Typical Qualifications
Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying.
A typical way, but not required, to obtain the required knowledge and skills would be:
Completion of Master's degree or Doctorate in psychology, social work, counseling, or nursing or closely related fields from an accredited college or university.
Systems of Care: Three years of licensed clinical experience at a level equivalent to a County of Siskiyou Behavioral Health Clinician II, and two years of providing management of clinical services or programs or lead nursing experience.
Special Requirements - Systems of Care:
Possession of a license as a Psychologist, Clinical Social Worker, Marriage and Family Therapist, Licensed Professional Counselor, Registered Nurse, Physician's Assistant (PA), or Nurse Practitioner (NP) is required.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
TYPICAL WORKING CONDITIONS
Work is performed in an office environment; work is performed with people who may exhibit unstable and potentially violent behavior; continuous contact with other staff and the public.
ADDITIONAL BENEFITS AND INFORMATION
This position comes with 56 hours of administrative leave time, deferred compensation per current Union MOU, shift pay and overtime for crisis work per current Union MOU.
This position is based in Yreka but could provide some coverage in Mt. Shasta as needed.
This position is a supervisory level position over the Adult System of Care, Justice Involved and Crisis programs.
