MANTECH seeks a motivated, career and customer-oriented Senior Technical Writer, Cloud Technical Content Architect to join our team in Ft Belvoir, VA.

The ARMY Cloud Business Office (CBO) is the central authority for enterprise cloud services. We are seeking a Technical Writer to manage the documentation lifecycle for the Cloud Modernization Approval Process (CMAP). The CMAP is the critical pathway for mission owners to modernize their legacy applications and transition onto the cARMY platform. In this role, you will ensure that the CMAP is clearly documented, regularly updated, and easily navigable, directly enabling cloud candidates to successfully meet all requirements to become official cARMY tenants.

Responsibilities include but are not limited to:

  • Develop and edit speeches, articles, white papers, and annual reports for Army CIO executives tailored for diverse audiences including Congress, military leaders, and industry.
  • Draft talking points for briefings and public engagements while creating high-quality documentation for all CMAP stages, including requirement checklists, workflow diagrams, and "Quick Start" onboarding resources.
  • Manage the end-to-end "Cradle-to-Grave" content lifecycle for the CMAP, ensuring all artifacts are version-controlled, stored in a centralized repository, and proactively updated to reflect changes in DoD/Army policy and security mandates (IL4/IL5/IL6).
  • Serve as the primary editor for all CBO technical publications to ensure a consistent voice while interviewing cloud architects and security engineers to extract and document essential process steps.
  • Collaborate with subject matter experts to ensure accuracy across all deliverables and ensure timely delivery of high-quality materials under tight deadlines with minimal supervision.

Minimum Qualifications:

  • Bachelor's degree in Technical Writing, Computer Science, Communications, or a related field, plus 9 years of relevant experience in technical or executive communications.
  • At least 5 years of experience in a high-level writing or content architecture role, specifically translating complex cloud, IT, or military strategy into executive-level narratives and documentation.
  • Professional writing certification (or specific training in executive speechwriting) and extensive technical writing experience within a Department of War (DoW) or DoD enterprise cloud environment.
  • Familiarity with cloud modernization workflows, Risk Management Framework (RMF), and the technical nuances of migrating legacy systems to secure cloud environments.
  • Ability to comprehend and document complex technical topics such as DevSecOps pipelines, identity management, and cloud-native security controls.
  • Proven ability to transform complex regulatory or technical requirements into accessible, engaging language and actionable, step-by-step instructions for mission owners.
  • Significant experience supporting senior executives with high levels of discretion while navigating military or government communications environments.
  • Strong interpersonal skills for interviewing SMEs and the ability to manage multiple priorities in fast-paced, evolving environments.

Preferred Qualifications:

  • Master's degree in Communications, Information Strategy, or a related field.
  • Exceptional writing and editing skills with a strategic understanding of tone and expertise in AP Style, Army style guides, and federal government writing standards.
  • High degree of professionalism and strong interpersonal skills when engaging directly with senior leadership.

Clearance Requirements:

  • Must be a U.S. citizen and have a current/active Secret clearance with TS/SCI eligibility.

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.
  • Must be able to communicate, converse, and exchange information with peers and senior personnel.
  • Must be able to occasionally move about inside the office to access file cabinets, office machinery, and other standard equipment.
