Job description

Position Summary

The Client, is seeking an experienced construction professional to lead our Preconstruction and Business Development efforts. This individual will be responsible for managing the estimating department, evaluating project opportunities, assigning bid opportunities, developing customer relationships, improving bid conversion rates, driving profitable revenue growth, and creating alignment between preconstruction and operations.

The successful candidate will lead DHM's work acquisition strategy while helping ensure awarded projects are successfully transitioned, procured, and positioned for execution. This role serves as a key bridge between business development, estimating, operations, accounting, and executive leadership.

Duties and Responsibilities:

•       Lead and manage the estimating department.

•       Review ITBs and evaluate opportunities.

•       Assign bid opportunities to estimators.

•       Lead go or no go recommendations.

•       Oversee estimating quality and proposal timeliness.

•       Review and approve project estimates

•       Maintain pipeline accountability and forecast future work.

•       Lead bi monthly pursuit and opportunity review meetings.

•       Develop and maintain strategic customer relationships.

•       Coordinate estimating handoffs with operations.

•       Lead coordination between estimating and operations to ensure a seamless transition from project

·        award through project startup.

•       Participate in project turnover meetings and ensure all critical project assumptions, production

·        strategies, schedule requirements, subcontractor scopes, and risk items are effectively communicated to operations.

•       Collaborate with operations and suppliers to develop material procurement strategies that maximize purchasing power, improve availability, reduce risk, and support project profitability.

•       Lead major material buyout planning efforts and assist operations in securing favourable supplier

·        pricing, delivery schedules, and procurement agreements.

•       Assist with supplier and vendor relationship management, including pricing agreements, market

·        intelligence, and strategic sourcing initiatives.

•       Evaluate, recommend, and implement construction management, estimating, CRM, and business

·        development technologies.

•       Lead continuous improvement initiatives between estimating, project management, accounting, and field operations.

•       Support project managers and operations leadership with contract review, scope clarification, change order status updates, and project startup planning.

•       Develop and maintain standardized preconstruction, turnover, procurement, and project closeout

·        processes.

•       Work with operations and accounting teams to streamline project closeout, final billings, retention

·        collection, warranty administration, lessons learned reviews, and customer satisfaction follow up.

•       Monitor awarded project performance and provide feedback regarding production assumptions, labor performance, material usage, procurement effectiveness, and profitability trends.

•       Serve as a strategic partner to the CEO, DOO and leadership team in forecasting workload, evaluating market conditions, identifying growth opportunities, and supporting long term business planning.

Authority and Decision-Making Responsibilities:

•       Authority to assign estimating resources and prioritize bidding activities.

•       Lead recommendations regarding go or no-go pursuit decisions.

•       Establish and enforce estimating standards, procedures, and quality expectations.

•       Lead pipeline management, pursuit planning, and customer development strategies.

•      Recommend staffing needs, hiring decisions, coaching plans, and performance improvement initiatives within the estimating department.

•       Recommend construction technology platforms, process improvements, and system implementations.

•       Participate in procurement strategy development and major material buyout decisions.

•       Provide recommendations regarding strategic market sectors, customer targets, and geographic

•       expansion opportunities.

Qualifications

•       8 or more years’ experience in the construction industry.

•       4 or more years leadership experience.

•     Strong understanding of construction methods, labor productivity, risk, procurement, material buyouts, and project execution.

•       Business development and customer relationship ability.

•       Experience coordinating preconstruction and operations teams.

•       Experience evaluating and implementing construction technology solutions.

•       Masonry and public works experience preferred.

•       Knowledge of prevailing wage, public works, and union labor compliance.

•       Ability to lead organizational change and gain buy-in across departments.

•       Knowledge of OST, Procore, and Microsoft Office tools.

•       Demonstrated ability to balance growth with profitability, ensuring the company pursues work that
