JOB SUMMARY

Under limited supervision, plans, directs, and implements the Town of Moncks Corner’s economic development, redevelopment, business recruitment, and revitalization initiatives. The Economic Development Director serves as the Town’s primary economic development professional and leads efforts to attract private investment, facilitate redevelopment projects, recruit and retain businesses, support commercial growth, and advance strategic economic development priorities established by Town Council and the Town Administrator. The position also serves as Executive Director of Corner Renaissance, Inc., coordinating redevelopment and revitalization initiatives that support the Town’s economic development objectives. Reports to the Town Administrator.

ESSENTIAL JOB FUNCTIONS

Duties may include, but are not limited to, the following:

  • Leads implementation of the Town’s economic development and redevelopment strategies.
  • Identifies, evaluates, and advances redevelopment opportunities within downtown Moncks Corner and targeted commercial corridors.
  • Supports redevelopment initiatives by coordinating with Town departments, property owners, developers, investors, and community partners to advance projects consistent with Town goals.
  • Develops and maintains relationships with property owners, developers, investors, brokers, and business leaders to encourage redevelopment and investment.
  • Supports implementation of Town Council goals, strategic plans, downtown revitalization initiatives, and redevelopment priorities.
  • Develops and implements strategies to recruit retail, restaurant, office, hospitality, entertainment, service-sector, and other commercial businesses that support the Town’s economic development goals.
  • Assists prospective businesses, developers, investors, and property owners by providing information regarding available sites, redevelopment opportunities, zoning regulations, demographics, infrastructure, incentives, and Town services.
  • Serves as the primary Town contact for economic development prospects and redevelopment opportunities; coordinates meetings among developers, investors, business prospects, Town departments, utilities, and partner organizations.
  • Consults with small start-up businesses in developing business plans; consults with prospective business owners in determining business feasibility,
  • Evaluates commercial properties, redevelopment sites, and investment opportunities to determine development potential and strategic value to the Town.
  • Serves as Executive Director of Corner Renaissance, Inc., coordinating redevelopment initiatives, revitalization efforts, marketing activities, and strategic projects that support Town economic development objectives.
  • Supports commercial development and redevelopment initiatives by serving as a liaison among business prospects, developers, investors, property owners, Community Development staff, and other Town departments.
  • Connects developers, property owners, and business prospects with appropriate Town departments and resources to facilitate communication and project advancement.
  • Collaborates closely with the Community Development Director to align economic development initiatives with the Town’s planning, redevelopment, and growth objectives.
  • Identifies opportunities to improve the business climate and supports efforts to encourage private investment and commercial growth in coordination with Town leadership and Community Development staff.
  • Develops and maintains marketing materials, redevelopment profiles, property inventories, promotional content, and digital resources to support business recruitment and redevelopment efforts.
  • Participates in speaking engagements; participates in media appearances / interviews, and prepares and distributes news articles to promote the economic development program.
  • Compiles and analyzes financial, economic, social and demographic data useful in the implementation of development, marketing and client service activities.
  • Manages and oversees the development and maintenance of data systems used for information management and analysis.
  • Monitors proposed legislation affecting municipal governments and economic development; develops position papers and advises the Town Council of the potential impact of such legislation.
  • Represents the Town at various forums and in various groups involved in economic development efforts.
  • Coordinates activities with those of other Town departments as appropriate.
  • Provides direct assistance to the Town Administrator in related matters and regarding various special projects.
  • Develops and manages assigned budgets; identifies funding opportunities and supports grant applications and funding initiatives related to economic development and redevelopment projects.
  • Develops and maintains collaborative relationships with Berkeley County, Berkeley Chamber of Commerce, South Carolina Department of Commerce, Berkeley Economic Development, educational institutions, utilities, developers, property owners, and other economic development partners.
  • Conducts and attends various meetings as required.
  • Receives and reviews various records and reports including demographic / census records and reports, property information, legislation, grant guidelines, etc.
  • Researches, prepares/writes and processes a variety of reports, records and official statements, including Town ordinances and resolutions, official letters that are contractual in nature, statistical analyses, technical study reports, annual reports, budget reports, financial reports, grant applications, incentive/benefit reports, marketing reports, annexation analyses, brochures, speeches, presentation materials, general correspondence, etc.
  • Refers to policy and procedure manuals, computer manuals, laws / codes and ordinances, maps, demographic/economic data, site plans, etc.
  • Interacts and communicates with various groups and individuals including the Town Administrator, Town department heads and staff, Mayor, Town Council members, Town attorney, Planning Commission members, other Town boards and commissions, business/industry leaders, state and local officials, public agencies, development prospects, realtors, developers, consultants, other economic development organizations, and the general public.
  • Operates an assortment of office equipment and machinery in the performance of daily activities, including a personal computer, calculator, fax machine, telephone, audio/visual equipment, copier, etc.
  • Performs general administrative/office duties as required, including preparing reports and correspondence, entering computer data, copying and filing documents, sending and receiving faxes, maintaining financial records, etc.
  • Performs related duties as required.
EDUCATION. EXPERIENCE AND CERTIFICATION REQUIREMENTS

Requires a Bachelor’s degree in Economic Development, Public Administration, Urban Planning, Business Administration, Real Estate Development, Finance, Marketing, or a closely related field, supplemented by advanced professional training and four (4) or more years of progressively responsible experience in economic development, community development, planning or other relevant field, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

PHYSICAL DEMANDS

Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 10 pounds).
