Celestar Corporation is seeking a Senior Signature Reduction (SR) for Classified Operations Support to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. Responsibilities:
• The Signature Reduction (SR) for Classified Operations Support shall assess and develop recommendations for current and future SR requirements by conducting mission and SR requirements analysis.
• Identifies, monitors, and assesses foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests.
• Applies understanding of foreign intelligence capabilities / activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies.
• Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities. Uses SR mechanisms as stated and approved in USG approved SR plans.
• Conducts travel for SR events and operational support activities as authorized by USG.
• Conducts travel via shared USG vehicles, to maintain operational security and limit risk to the supported USG mission.
• Uses USG SR equipment, equities, and mechanisms as required to accomplish support activities as authorized in approved SR plans.
• Use SR financial mechanisms to acquire SR mechanisms as approved SR plans and directed by USG.
• Obtains courier orders thru supported USG SSO to transport SR classified materials.
• Graduate of in-residence Fundamentals of Intelligence Analysis course, DoD SR course, or Military Service equivalent
• Support the daily management and oversight of the SR / OPSEC Program
• conduct and write an annual assessment of the SR/OPSEC Program (to include subordinate organizations) to ensure compliance with current DoD, Army, ACIC, and USACICSR policies.
• Support the maintenance, issuance and recovery, inventories, and turn-in of the SR/OPSEC Program items and assist subordinate organizations. The contractor shall write, staff, and track SR/OPSEC Program documents
Required qualifications/skills:
• Minimum education and years of experience requirements for the following:
o High School Diploma: 20 years of relevant experience with at least a portion of the experience within the last 2 years.

o Associates Degree: 16 years of relevant experience with at least a portion of the experience within the last 2 years.

o Bachelors Degree: 14 years of relevant experience with at least a portion of the experience within the last 2 years

o Masters Degree or higher: 12 years of relevant experience with at least a portion of the experience within the last 2 years
• Graduate of in-residence Fundamentals of Intelligence Analysis course, DoD SR course, or Military Service equivalent
• Graduate of either the Advanced Technicians Course (ATC) or the Advanced Planners Course (APC).
• 2 years of experience as a SR technician, delivering dedicated SR support.
• Experience in working with Signature Reduction databases.
• At least 4 years of intelligence analyst experience.
