JOB SUMMARY
The Civil Rights Investigations Coordinator is an individual contributor who serves as a lead investigator and Deputy Title IX Coordinator and oversees all aspects of investigations by the Office for Access & Title IX, including training investigators, ensuring processes and procedures are followed, reviewing investigation plans and reports, monitoring the investigation process to improve efficiency and remove barriers to the process, and conducting investigations. This individual will also oversee the intake/triage process of Title IX and civil rights reports and ensure each report receives an appropriate response. The position reports to the Title IX Coordinator. The Civil Rights Investigations Coordinator works with all institutional populations, including students, faculty, staff, contractors, patients, affiliates, and campus visitors to ensure there is a timely and effective response to all concerns of discrimination, harassment, retaliation, bias, sexual misconduct (including sexual violence), and related concerns. The Civil Rights Investigations Coordinator also develops and implements educational programs regarding discrimination and sexual harassment prevention; ensuring faculty, staff, and students understand their rights and, where applicable, responsibilities under the law. This position also supports activities and initiatives designed to foster a climate of nondiscrimination and advances inclusivity throughout the UT Southwestern campus community.
This position is under a hybrid work schedule with three days in office / two days remote after initial training period.

EXPERIENCE AND EDUCATION
Required
Education
Bachelor's Degree From an accredited college or university
- Experience
4 years of full-time professional experience conducting EEO/Title VII/Title IX compliance investigations.
Subject matter expertise with Title VII, Title IX, and related federal and state laws is required.
Experience facilitating educational and training programs regarding discrimination/sexual harassment/sexual misconduct prevention is required.
Preferred
Education
A Juris Doctorate from an accredited college or university
- Experience
5 years of experience investigating allegations of discrimination/sexual misconduct and/or sexual violence is preferred, as is experience in working with victims of sexual misconduct, domestic violence, and/or other types of trauma in a Title VII or IX investigator or attorney capacity.
Experience within a healthcare, higher education, or corporate/private/in-house law firm setting preferred.
JOB DUTIES
- Serves as a subject-matter expert on requirements of and compliance with Title VI, Title VII, Title IX, VAWA, Campus SaVE, ADA, ADEA, SB212, UTSW policies, and related federal and state laws.
- Oversees the investigation process of internal and external discrimination and harassment complaints, including training and monitoring the work of professional staff who assist with EO/Civil Rights and Title IX investigations by analyzing complaints, developing investigative plans, conducting fact-finding interviews, conducting related research, preparing any related correspondence, submitting confidential reports, and preparing corporate position statements outlining investigative findings. Evaluates documentation provided and advises individual departments on appropriate action(s) to be taken.
- Serves as a Deputy Title IX Coordinator.
- Develops and maintains a comprehensive case-management system and accurately logs all reports, concerns, and related complaints.
- Independently analyzes complaints, develops investigative plans, conducts fact-finding, reviews documents, conducts related research, prepares any related correspondence, and submits confidential reports containing investigative findings.
- Independently manages the coordination and completion of any reports mandated by external regulatory entities.
- Provides the analysis and/or preparation of reports indicating complaint trends based on data collected.
- Informal Resolution/Mediation: Meets with complaining parties and uses independent judgment to offer conflict resolution and problem-solving alternatives, when appropriate and applicable.
- Assists in the development, publication, and monitoring of appropriate disclosures, reports, policies, procedures and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt and equitable resolution of complaints.
- Provides training sessions to university faculty, staff, and students regarding the prevention of and response to sexual misconduct, sexual harassment, sexual violence, domestic violence, dating violence, and stalking.
- Serves as a lead investigator into EEO/Civil Rights investigations of workplace and learning environment allegations of discrimination, harassment, sexual misconduct, retaliation, and other civil rights violations. Maintains confidential investigation files. Ensures the timely and complete investigations of EO/Civil Rights complaints, including analyzing complaints, developing investigative plans, conducting fact-finding interviews, reviewing documents, conducting related research, preparing any related correspondence, submitting confidential reports and preparing corporate position statements outlining investigative findings.
- Works in partnership with various University offices to provide guidance, consultation, and support regarding EO/Civil Rights and Title IX compliance, including but not limited to: Human Resources, Worker’s Compensation, Safety and Business Continuity, Compliance, Internal Audit, and Legal Affairs.
- Creates training content and provides EO/Civil Rights and Title IX training to various populations across the Institution. Stays abreast of changes in the interpretation of federal and state law and regulation related to EEO/Civil Rights and Title IX.
- Perform related duties as assigned.
