Summary Statement
The\r\nDelaware Department of Justice, Civil Rights & Public Trust Division, is\r\nseeking a Chief Special Investigator to lead and oversee investigations\r\ninvolving civil rights violations, public corruption, official misconduct,\r\nelection-related offenses, hate crimes, abuse of public office, and other\r\nmatters affecting public confidence in government.\r\n\r\n\r\nUnder\r\nthe direct supervision of the Director of the Civil Rights & Public Trust\r\nDivision, this position is responsible for supervising Special Investigators,\r\ndirecting investigative operations, ensuring the timely and effective progress\r\nof investigations, and independently managing complex investigative matters.\r\nThe Chief Special Investigator serves as the Division's principal investigative\r\nadvisor and works collaboratively with Deputy Attorneys General, federal,\r\nstate, and local law enforcement agencies, regulatory agencies, and\r\ngovernmental partners to advance the Division's mission of protecting civil\r\nrights and maintaining integrity in public service.\r\n
Essential Functions
Under\r\nthe direct supervision of the Director of the Civil Rights & Public Trust\r\nDivision, the Chief Special Investigator will supervise Special Investigators\r\nconducting criminal and administrative investigations involving alleged civil\r\nrights violations, public corruption, official misconduct, election offenses,\r\nhate crimes, abuse of public office, and other matters assigned to the\r\nDivision.\r\nThe\r\nChief Special Investigator will assign, supervise, and monitor the progress of\r\ninvestigations conducted by Division investigators, including timely review of\r\ninvestigative reports, investigator meetings, case strategy meetings with\r\nDeputy Attorneys General, and oversight of interviews, search warrants,\r\nsubpoenas, arrests, evidence collection, and case closures.\r\nThe\r\nChief Special Investigator will independently manage a caseload involving\r\ncomplex and sensitive investigations while ensuring investigative activities\r\nare conducted in accordance with constitutional requirements, Delaware law,\r\nDepartment policies, and nationally recognized investigative best practices.\r\nThe\r\nChief Special Investigator will serve as the Division's liaison with federal,\r\nstate, and local law enforcement agencies, inspectors general, regulatory\r\nagencies, ethics commissions, and other governmental entities responsible for\r\ncivil rights enforcement and public integrity investigations.\r\nThe\r\nChief Special Investigator will organize and conduct outreach, participate in\r\nprofessional training, assist in the development of investigative policies and\r\nprocedures, mentor investigative staff, and remain current on investigative\r\ntechniques, digital evidence, legal developments, and emerging trends involving\r\ncivil rights and public corruption investigations.\r\nThe\r\nChief Special Investigator will perform other duties as assigned.\r\n
Job Requirements
Applicants\r\nmust have education, training and/or experience demonstrating competence in\r\neach of the following areas:\r\n\r\n Minimum five years law\r\n enforcement experience, or the functional equivalent, with a background in\r\n criminal investigations.\r\n Prior experience managing law\r\n enforcement officers and/or Department of Justice investigators conducting\r\n complex felony investigations, public corruption investigations, civil\r\n rights investigations, or other complex criminal or administrative\r\n matters.\r\n Demonstrated knowledge of\r\n criminal investigative techniques, constitutional law, rules of evidence,\r\n investigative case management, and courtroom procedures.\r\n Proficiency in Microsoft\r\n Office, Excel, PowerPoint, DELJIS, NCIC, LEISS, and other law enforcement\r\n information systems.\r\n Ability to communicate ideas\r\n clearly and effectively in both written and verbal formats.\r\n Ability to establish and\r\n maintain effective working relationships with prosecutors, law enforcement\r\n agencies, public officials, and community stakeholders.\r\n Possession of a valid driver's\r\n license.\r\n Ability to qualify and carry a\r\n firearm.\r\n Current or recent Police\r\n Officer Standards and Training (POST) certification (formerly Council on\r\n Police Training (COPT)), or the ability to obtain certification as\r\n required by the Department.\r\n The ideal candidate will\r\n possess extensive experience working collaboratively with federal, state,\r\n and local law enforcement and governmental agencies, including leading\r\n multi-jurisdictional investigations and fostering strong interagency\r\n relationships.\r\n The ideal candidate will\r\n demonstrate sound judgment, unquestioned integrity, and experience\r\n managing sensitive investigations involving public officials, allegations\r\n of civil rights violations, or other matters affecting public confidence\r\n in government.\r\n\r\n
