Sentar is seeking a CIO Services Task Lead / CIO Strategy Support in Linthicum Heights, MD!

**This position is pending contract award.**

Role Description:

The PM shall provide overall management and oversight of all activities performed by Contractor personnel, including subcontractors, to satisfy the requirements identified in this PWS. The PM shall facilitate Government and Contractor communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government, and ensure all tasks are accomplished IAW this PWS. The PM shall be responsible for the quality and efficiency of the Contractor’s performance and shall assist the Government with all financial and business processes of this PWS, excluding inherently Governmental functions. It is required that the PM has the authority to make decisions for the Contractor’s organization in response to Government issues, concerns, and comments; the authority to commit the prime Contractor’s organization; and to be proactive in alerting the Government to potential contractual or programmatic and resource limitations issues.

Primary Point of Contact (POC) for the CIO. The CIO Task Lead / CIO Strategy Support is responsible for providing high-level strategic and operational support to the Chief Information Officer (CIO) and the directorate. This role is pivotal in driving the successful execution of enterprise IT and cybersecurity initiatives by developing robust strategies, overseeing detailed project planning, and ensuring the smooth operation of the directorate. The ideal candidate will be a strategic thinker with a strong background in IT portfolio and project management.

Responsibilities:

  • Drive the successful execution of enterprise IT and cybersecurity initiatives for DC3.
  • Develop, maintain, and align all IT enterprise strategic initiatives, including portfolio/acquisition strategies and roadmaps. Ensure all initiatives are synchronized with the DC3 mission and priorities. Adhere to all relevant cyber frameworks.
  • Develop, maintain, and execute DC3's enterprise IT architecture. Oversee the organization's cloud computing strategy. Manage the enterprise data strategy in full alignment with the DC3 mission.
  • Manage and provide governance for DC3 enterprise portfolios. Establish and maintain well-defined portfolio structures. Formalize all related processes. Implement clear reporting and communication mechanisms.
  • Optimize the allocation of IT enterprise resources. Manage program dependencies through comprehensive, data-driven analysis. Conduct cost-benefit analyses to inform build/buy decisions.

Qualifications:

Clearance Level: TS/SCI eligible

Education: N/A

Certification: Project Management Professional® (PMP) certification

Experience:

  • Minimum of one year of experience in the last three years leading and supervising teams performing work encompassed by the following workforce elements defined in DoDI 8140.01:
    • IT (Cyberspace)
    • Cybersecurity
    • Software engineering
    • Data/AI
  • Experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness.
  • Minimum of two years' experience in the last seven years overseeing personnel receiving, interpreting, planning, briefing, executing, and reporting on orders issued by:
    • Commander of USCYBERCOM or one of their subordinate Commanders,
    • National Manager for National Security Systems,
    • Other authorized Commander with Command authority over DC3 CIO-managed systems and personnel.
  • Minimum of three years' experience in the last ten years leading and supervising teams in a Government and private networking and infrastructure environment (classified and unclassified) similar in scope and complexity to this TO.
  • Minimum of three years' experience in the last ten years with the building, operating, securing, defending, and extending Local Area Network (LAN)/Wide Area Network (WAN) systems, including wireless components, firewalls, routing and switching, Internet Protocol version 6 (IPV6), VPN, cloud computing, virtualized servers, storage arrays, and other IT/data systems.
  • Minimum of five years' experience in the last seven years with unified communications, including the design, installation, maintenance, and administration of VTC system for multi-level classification environments (Unclassified, Secret, and TS/SCI).
  • Minimum of one years' experience in the last three years leading and supervising teams running a Continuous Integration/Continuous Deployment (CI/CD) pipeline utilizing modern approaches including containerization, micro-segmentation, and Infrastructure as Code.
  • Minimum of two years' experience in the last five years leading and supervising teams planning and executing migration of legacy systems into multi-cloud and hybrid-cloud environments.
  • Minimum of two years' experience in the last seven years leading and supervising personnel developing and implementing "data lakes" and other aspects of modern data strategies.
  • Minimum of one years' experience in the last five years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions to enable unity of effort and operational effectiveness.
