What is the difference between Chief Project Officer vs Program Manager?

AspectChief Project OfficerProgram Manager
CredentialsTypically requires PMP, PgMP, or similar certificationsOften holds PMP or similar project management certifications
Work EnvironmentExecutive-level, strategic oversight across multiple projectsOperational role managing specific programs and projects
Employer & Industry UsageUsed in large corporations, industries like construction, IT, and engineeringCommon in organizations managing multiple related projects

The Chief Project Officer focuses on strategic leadership and overall project governance at an executive level, overseeing multiple projects and aligning them with organizational goals. In contrast, a Program Manager handles the day-to-day management of specific programs, ensuring project delivery within scope, time, and budget. Both roles require strong project management credentials, but the CPO operates at a higher strategic level.

What is a chief project officer?

A Chief Project Officer (CPO) is a senior executive responsible for overseeing an organization's project management functions. They ensure that projects align with the company’s strategic goals and are delivered on time, within scope, and on budget. The CPO leads project managers, establishes project management standards, and monitors the progress of major initiatives. This role often involves collaborating with other executives to prioritize resources and manage risks across all projects.

What are the key skills and qualifications needed to thrive as a chief project officer?

To thrive as a Chief Project Officer, you need extensive experience in project management, strategic planning, and leadership, often backed by a relevant degree and certifications such as PMP or PRINCE2. Familiarity with project management software (like MS Project, Asana, or Jira), portfolio management tools, and enterprise resource planning systems is typical. Exceptional communication, stakeholder management, and problem-solving skills help drive organizational alignment and inspire high-performing teams. These capabilities are critical to ensuring projects are delivered on time, within scope and budget, and support the organization's strategic objectives.

What are some common challenges chief project officers face when leading multiple large-scale projects simultaneously?

Chief Project Officers (CPOs) often encounter the challenge of balancing resources and priorities across several high-impact projects at once. This requires strong strategic oversight to prevent resource conflicts, maintain alignment with organizational goals, and ensure timely delivery. CPOs must also foster effective communication between diverse project teams and senior stakeholders, often resolving competing interests and adapting project plans as organizational needs evolve. Successfully navigating these challenges is essential for delivering value and driving continuous improvement within the project portfolio.

Job description

POSITION IDENTIFICATION

Title:                 Chief Financial Officer

Location:        Los Angeles/ Yorba Linda

Reports to:     Chief Executive Officer

Start Date:     ASAP

COMPANY DESCRIPTION

Impact Housing (IH) is a vertically integrated modular design-builder and developer headquartered in Southern California.

Our mission is to continuously evolve the world’s most sophisticated and efficient housing delivery system. We pursue this mission by reimagining every element of how multifamily projects are designed, manufactured, and built—driving down costs, shortening schedules, and expanding access to high-quality housing for the people who need it most, whether through LIHTC or unsubsidized projects.

To date this decade, the IH team has built or is actively developing close to 1,500 modular units demonstrating a scalable, repeatable path to affordability. With the capability to produce approximately 1,000 units per year today, IH is expanding to meet growing demand in San Diego, Los Angeles, and beyond.

We are now entering the next stage of our growth and strengthening every team across the company to achieve our next set of goals. We plan to manufacture and build more than 10,000 units through 2030. To accomplish this, we are implementing the Lean Standard Model company-wide; deploying AI at every level of the company; and positioning IH as a national thought leader in modular development.

The foundation for our success is firmly in place. Join us as we scale our operations, transition into a higher-capacity manufacturing facility powered by smart automation and robotics, expand our production capacity by more than 3x in the Western U.S., and prepare for future national growth.

POSITION SUMMARY
