Job description

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is currently looking for a Contract Services Support Specialist to provide technical support to the U.S. Army Central (USARCENT) located at Shaw Air Force Base (AFB), SC.  This is a full-time on-site position at Shaw AFB, SC. 

Job Duties & Responsibilities
  • Provide contracting support in documenting program files, cost estimating, and facilitating program management reviews
  • Assist in the implementation of actions involving requirements determination, acquisition of equipment and materials, control and accountability of property, equipment, inventory, input, process, and cataloging and storage management
  • Compare quantitative cost and benefit information for alternative solutions for facility projects or requirements through an EA process conforming to the provisions of DA PAM 415-3, Economic Analysis: Description and Methods
  • Perform research of MILSTRIP and commercial logistics requirements
  • Interface with military personnel, DOD Civilians, and Contractor personnel

Requirements

Key Qualifications
  • U.S. Citizenship and a DoD active secret clearance is required.
  • Knowledge and Competencies
    • U.S. Army acquisition, contracting, and logistics principles, policies, and procedures.
    • Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable federal procurement regulations.
    • Contract administration principles, contract documentation, and contract file management.
    • Cost estimating methodologies, life-cycle cost analysis, and economic analysis techniques.
    • Department of the Army Pamphlet (DA PAM) 415-3, Economic Analysis: Description and Methods.
    • Military Standard Requisitioning and Issue Procedures (MILSTRIP) and military supply chain processes.
    • Property accountability, inventory control, cataloging, and warehouse management principles.
    • Government equipment and asset management requirements.
    • Requirements development and acquisition planning processes.
    • Meeting preparation, coordination, and execution
    • Proficient with the entire Microsoft Office suite including Microsoft Word, Excel, PowerPoint and Outlook in addition to Adobe Acrobat, InDesign, Photoshop, and Illustrator
    • Time management
  • Strong Communication Skills: Excellent verbal and written communication skills.
  • Software: Proficiency using MS Office Suite Applications, SharePoint, and Adobe Acrobat.
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
  • Experience: Must have at least ten (10) years of experience in contracting services support work with a High School Diploma or equivalent.
    • At least five (5) years of experience in administrative work with an Associate's Degree.
    • At least three (3) years of experience in administrative work with a Bachelor's Degree.
  • Education: A minimum of a High School Diploma or equivalent is required.

  • Ability to stand, walk, and sit for long periods of time.
  • Ability to talk or hear, both in person and by telephone.
  • Ability to use hands to handle or feel objects or controls and reach with hands and arms.
  • Regularly required to stoop, kneel, bend, crouch.
