Key Responsibilities
  • Change Strategy Development: Lead audience analysis and development of the cultural change strategy, including goals, key messages, channels, and activities.
  • Execution Planning: Support creation of the detailed 3-month (and subsequent 7-month) execution plans for the cultural change campaign.
  • Campaign Delivery: Support execution of communication and engagement activities across multiple platforms (storytelling, video, social media, internal government channels).
  • Adoption Analysis: Identify barriers to adoption (e.g., risk aversion, reliance on prescriptive guidance) and recommend targeted change interventions.
  • Stakeholder Engagement: Collaborate with OFPP, FAI, and cross-agency stakeholders to refine and mature the change management plan.
Required
  • Bachelor's degree; 8+ years of experience in organizational change management, preferably supporting federal agencies.
  • Demonstrated experience developing and executing culture change or communications strategies.
  • Strong writing and stakeholder engagement skills.
Preferred
  • Prosci or CCMP certification.
  • Experience with federal acquisition workforce initiatives.
  • Master's degree in organizational development, communications, or a related field.

Work Type : Hybrid; expectation is to be in the office 1 day per week.
