Position Description:
E-volve Technology Systems, Inc. is seeking a strategic, creative, and results-driven Communications and Change Manager to support a client's business system modernization initiatives. This role is responsible for leading the development and execution of integrated communications and organizational change management strategies that drive awareness, engagement, operational readiness, and successful adoption of business process and technology changes.
The successful candidate will serve as the communications lead for major IT modernization initiatives, developing compelling messaging, executive presentations, stakeholder communications, and user engagement campaigns that keep diverse audiences informed, aligned, and prepared throughout the change lifecycle. This position also leads operational readiness activities, and e-learning initiatives to ensure seamless implementation and sustained adoption.
The ideal candidate combines expertise in strategic communications, change management, project management, and stakeholder engagement with exceptional writing, presentation, and visual communication skills. The ability to translate complex technical concepts into clear, concise, and engaging communications for executive leadership, business stakeholders, and end users is essential.
Key ResponsibilitiesStrategic Communications & Stakeholder Engagement
  • Develop and execute comprehensive communications strategies that support organizational IT modernization and digital transformation initiatives.
  • Create compelling communication artifacts, including executive presentations, newsletters, talking points, FAQs, infographics, announcements, job aids, web content, and user communications.
  • Develop messaging tailored to executive leadership, business stakeholders, technical teams, and end users to promote awareness, understanding, and adoption.
  • Manage communication calendars and campaigns to ensure timely, consistent, and coordinated messaging across multiple initiatives.
  • Partner with program leadership to ensure all communications are accurate, consistent, audience-focused, and aligned with organizational objectives.
  • Measure communication effectiveness using stakeholder feedback, engagement metrics, and adoption indicators, and adjust strategies as needed.
  • Demonstrate adaptability and responsiveness by incorporating stakeholder feedback, adjusting communications and change management approaches, and refining implementation strategies to meet evolving project priorities and client needs.
Change Management Strategy & Execution
  • Develop and implement timely change management strategies and plans supporting business transformation and technology implementations.
  • Work with product owners and major stakeholders to identify communication, training, and engagement needs.
  • Develop stakeholder engagement strategies that build commitment, reduce resistance, and encourage adoption.
  • Lead just-in-time learning initiatives and knowledge management efforts to reinforce organizational readiness.
  • Coordinate communications, training, and change activities across business and technical teams to provide a cohesive user experience.
Operational Readiness
  • Support operational readiness planning and execution to ensure people, processes, and systems are prepared for implementation.
  • Identify organizational risks, readiness gaps, and cross-functional dependencies, and develop mitigation strategies.
  • Facilitate readiness meetings to coordinate cross-functional and technical teams.
Program Support & Collaboration
  • Collaborate closely with the program managers and deputy program managers, client business owners, product teams, and technical staff to support successful implementation of modernization initiatives.
  • Serve as a trusted advisor to leadership on communications strategy, organizational change, and stakeholder engagement best practices.

Position Requirements:
  • Demonstrated expertise in organizational change management, strategic communications, and operational readiness planning and execution.
  • Exceptional written, verbal, and visual communication skills with the ability to communicate complex information clearly to technical and non-technical audiences.
  • Proven experience developing executive-level presentations, communication campaigns, newsletters, briefing materials, and user-facing communications.
  • Strong storytelling, editing, presentation design, and content development skills, including the creative use of graphics, branding, and visual templates.
  • Excellent interpersonal, facilitation, and stakeholder management skills, with the ability to influence all organizational levels.
  • Experience supporting IT modernization, digital transformation, or enterprise system implementation initiatives preferred.
  • Proficiency in change management methodologies and best practices.
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project, and Visio).
  • Experience using SharePoint, Microsoft Teams, and collaboration platforms.
  • Experience with Jira, ServiceNow, or comparable service management and work tracking tools.
  • Ability to manage multiple priorities in a fast-paced, client-focused environment while maintaining exceptional attention to detail.
  • Experience supporting senior program managers in the planning, coordination, and execution of complex programs.

Qualifications
Required:
  • U.S. citizenship
  • Current TS/SCI Security clearance
  • Current CI poly or eligibility to obtain CI polygraph
  • Bachelor's degree, and 8+ years of relevant experience in change management, communications, project management, or related roles
Preferred:
  • Experience in a highly regulated or government contracting environment.
  • Experience with Agile methodologies or product management frameworks.
  • Certification in Change Management (e.g., Prosci, CCMP).
E-volve Technology Systems salaries are determined by various factors, including but not limited to location, the candidates' education, skills, experience, and competencies, as well as contract-specific funding and organizational requirements. The projected compensation range for this position is $160,000 - $180,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of E-volve's total compensation package for employees.
