Job description

Victory Solutions is a wholly owned subsidiary of Dynamo Technologies. Victory Solutions is a Small Disadvantaged Business providing quality technical and engineering services to NASA, the DoD, Industry and academia.

We are seeking a mid-career Configuration and Data Management professional with demonstrated skills is needed in functionalities involving management of configuration and program data, supporting configuration management processes as well as data deliverables from prime contractors, utilizing existing information systems/tools in a hardware development environment at NASA/Marshall Space Flight Center (MSFC). The role supports the Human Lander System (HLS) Program Office and includes managing data and utilizing established processes to ensure the program technical baseline and data is maintained. A key component of this position is understanding of and expertise with change management processes. Relevant experience using data management tools such as Windchill, Jira, and MS SharePoint is required. Successful implementation of this job requires initiative and expertise to maintain appropriate data availability while meeting NASA/MSFC security requirements. This is a full-time onsite position.

Principal Duties and Responsibilities:

  • Provide CM/DM leadership, expertise, and guidance to Human Landing Systems.
  • Provide CM/DM support per MSFC best practices identified in MGM 7120.3 and MGM 8040.1 or as noted by industry.
  • Develop and maintain Charters for Control Boards and provide secretariat support to develop and maintain agendas, meeting minutes, directive actions, logs, and records.
  • Provide Change Package Manager (CPM) support to HLS data items.
  • Develop and maintain CM/DM related Work Instructions.
  • Support to NQA and other audits.
  • Provide CM audit support, including the development of Audit Plans.
  • Provide Data Quality Assurance (DQA).
  • Utilize and provide expert guidance as to the use of Government-provided WIKI and/or data storage systems, as required.
  • Maintain appropriate data availability and security markings.
  • Collect, retain, maintain, and prepare data records information for distribution to internal and external customers to meet program/project goals.
  • Perform integration and analysis of data, products, and system tools.
  • Support programmatic reviews, technical meetings and associated briefings, and track and report on activities and products.
  • Provide records management and archival per MPR 1440.2.
  • Develop and make recommendations for improvements to data management processes, including data organization, identification, control, and maintenance procedures.
  • Develop and make recommendations for improvements to configuration management processes, systems and activities including change management.
  • Scanning, organizing, cataloging, labeling, indexing, and quality checking of Project files from hard copy to electronic media, as required.
  • Establish and maintain a cross-reference list of which versions of program documentation correspond to which provider contract revisions (current and plans).
  • Ensure that the SharePoint documentation site is consistently updated to reflect the latest revisions of the documentation that are incorporated into the existing contract.
  • Maintain listing of requirement traceability between program documentation. When a document undergoes CR review, review and ensure all other documents affected are also flagged and updated as appropriate.
  • Assist with the tracking of action items of various boards and reviews.
  • Handle Controlled Unclassified Information (CUI), ITAR and other export control or proprietary data following N/ASA and MSFC requirements and guidelines.

Job Specifications:

  • Bachelor's Degree and a minimum of 10 years of applicable experience is required. A Masters degree may be used to substitute for 3 yrs experience. The following may be substituted for the Bachelor's degree requirement: Associates Degree and 2 additional yrs experience -or- High School Diploma and 4 additional yrs experience.
  • Knowledge of Information Technology (IT)/ automated data management tools such as Windchill, Jira and SharePoint are required.
  • Understanding of CDM functions such as change management, utilizing tools for change and action tracking, and development of agendas and minutes is required.
  • Proficiency in Microsoft Office products including Excel, PowerPoint, and ACCESS (or similar database) is highly desired.
  • Experience in process-based tasks in a dynamic environment is desired.
  • Experience with handling sensitive data is desired.
  • Professional CDM certification such as National Defense Industrial Association (NDIA) CDM certification or equivalent is desired.

Additional Requirements:

  • Ability to obtain clearance/access onsite at NASA MSFC is required (requires a STAR ID for badging).
  • US Citizenship required.
