Summary / Objective
The Associate Vice Chancellor for Human Resources provides leadership and oversight for the College's human resources functions, including talent acquisition, employee relations, compensation and benefits, organizational development, performance management, policy administration, and employment law compliance. Reporting to the Vice Chancellor for Finance & Administration, the Associate Vice Chancellor collaborates closely with the Chancellor and Executive Leadership Team to support institutional priorities through effective human resource management and workforce planning.
The Associate Vice Chancellor assists in the development, implementation, and administration of human resources policies, programs, and practices that promote a productive, professional, and engaged workforce while ensuring compliance with applicable laws, regulations, Board policies, and institutional procedures. The position provides guidance to supervisors and administrators on personnel matters and supports organizational effectiveness through sound human resource practices.
DUTIES AND RESPONSIBILITIES
Strategic Leadership
- Serve as the College's chief human resources officer and strategic advisor to the Chancellor, Vice Chancellor for Finance & Administration, and senior leadership on human resources, organizational development, and workforce planning.
- Participate in institutional planning, budgeting, policy development, and strategic initiatives as a member of the Senior Leadership Team.
- Foster a culture of professionalism, accountability, collaboration, inclusion, employee engagement, and continuous improvement.
Human Resources Administration
- Provide leadership and oversight for all human resources functions, including hiring, onboarding, employee relations, performance management, compensation and classification, benefits administration, payroll coordination, leave administration, HRIS, personnel records, and employee separations.
- Ensure Human Resources operations are efficient, responsive, legally compliant, and aligned with institutional goals.
- Develop and administer the departmental budget and ensure responsible stewardship of resources.
Employee Relations and Organizational Development
- Provide leadership in employee relations, workplace investigations, conflict resolution, corrective action, organizational development, leadership coaching, and performance management.
- Serve as a trusted, impartial resource for employees and supervisors by fostering open communication, ensuring employee concerns are heard and addressed fairly, advocating for equitable and consistent application of policies, and promoting resolutions that strengthen trust, accountability, and a positive workplace culture.
- Develop and support initiatives that strengthen leadership effectiveness, employee engagement, professional development, workplace culture, and organizational effectiveness.
- Advise supervisors and administrators on personnel matters, organizational change, and employment best practices.
Compliance, Policy, and Risk Management
- Ensure compliance with applicable federal and state employment laws, Board policies, accreditation requirements, and institutional procedures.
- Develop, administer, and interpret personnel policies and oversee workplace investigations, compliance training, and employment-related risk management.
- Collaborate with institutional leadership and legal counsel to mitigate employment-related risk and ensure consistent application of policies.
Compensation and Workforce Planning
- Provide leadership for compensation, classification, benefits administration, and workforce planning to promote equity, competitiveness, and organizational effectiveness.
- Monitor workforce trends and recommend strategies, as needed, related to recruitment, retention, succession planning, and employee wellness.
External Relations
- Represent the College in matters related to human resources with governmental agencies, auditors, legal counsel, professional organizations, and external partners.
- Maintain knowledge of emerging employment laws, human resources practices, and higher education trends to support continuous improvement.
- Perform other duties as assigned.
COMPETENCIES / KNOWLEDGE / SKILLS

- Working knowledge of employment law, regulatory compliance, and compensation and classification systems.
- Experience with employee relations, conflict resolution, and leadership coaching.
- Ability to develop, implement, interpret, and administer institutional personnel policies and procedures to ensure compliance, consistency, effective governance, and alignment with Board policy, applicable laws, and institutional priorities.
- Outstanding interpersonal, communication, facilitation, negotiation, and presentation skills.
- Ability to establish productive relationships with faculty, staff, administrators, trustees, and external stakeholders.
- Ability to exercise discretion, sound judgment, and maintain strict confidentiality.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, Higher Education Administration, or a closely related field. Note: a compelling combination of education, professional certifications, and experience that demonstrates the knowledge, skills, and abilities required to successfully perform the essential functions of the position may be considered in lieu of the stated degree requirements.
- Minimum of six (6) years of progressively responsible professional human resources experience, including supervisory and senior leadership responsibilities.
- Demonstrated experience in strategic human resources leadership, employee relations, organizational development, compensation, recruitment, compliance, and workforce planning.
