Position Description:
CGI is seeking a strategic and business-focused CGI Advantage HRM Business Owner to lead the vision, operational alignment, functional roadmap, and client value strategy for the CGI Advantage Human Resource Management (HRM) solution suite. This leadership role will serve as the functional and strategic owner of CGI Advantage HRM, partnering closely with Product Engineering, Consulting, Delivery, Client Engagement, and Executive Leadership teams to drive product evolution, public sector alignment, customer success, and long-term platform growth.
The ideal candidate brings a strong combination of:
• Public sector ERP & HRM domain expertise
• HR business process and Payroll experience
• ERP modernization experience
• Product ownership and client engagement leadership
• Strategic roadmap and operational transformation capabilities
CGI Advantage is CGI's flagship ERP platform purpose-built for government organizations and backed by more than 50 years of public sector expertise. This role will play a critical part in helping state and local government organizations modernize HR, Payroll, Benefits, Time & Labor, and workforce management operations through scalable, compliant, and innovative enterprise solutions.
Location: Fairfax, VA | Dallas/Belton, TX | Denver, CO | Knoxville, TN | Lafayette, LA | Henderson, NV
Hybrid role: 2-3 days/week onsite at any CGI office
Your future duties and responsibilities:
Product & Business Ownership
• Serve as the business owner and strategic leader for the CGI Advantage HRM solution suite
• Define and drive the long-term product vision, roadmap, and business priorities for HRM modules including Payroll, Personnel, Benefits, Time & Labor, Position Control, and Employee Self-Service
• Align product strategy with evolving public sector workforce modernization initiatives and customer business needs
• Partner closely with executive leadership to support product growth, market expansion, and customer adoption strategies
Public Sector & Client Engagement
• Engage directly with public sector clients, executive stakeholders, and user communities to understand operational challenges, modernization goals, and regulatory requirements
• Act as a trusted advisor to state and local government organizations on HRM, Payroll, workforce management, and ERP modernization strategies
• Support strategic client engagements, executive briefings, user conferences, and customer advisory sessions
• Translate customer and market feedback into actionable product and operational improvements
Functional Leadership & ERP Strategy
• Provide functional leadership across HRM, Payroll, Benefits, Time & Labor, Position Management, and workforce management processes
• Drive best practices around payroll compliance, workforce administration, labor rules, union requirements, benefits integration, and audit readiness
• Collaborate with Product Engineering and Delivery teams to ensure functional alignment between product capabilities and client operational requirements
• Support modernization initiatives including cloud readiness, automation, AI enablement, reporting improvements, and workflow optimization
Cross-Functional Collaboration
• Partner with Product, Engineering, Consulting, Sales, Solution Engineering, and Delivery teams to align business priorities and platform capabilities
• Support proposal development, strategic pursuits, and solution positioning activities for HRM-related opportunities
• Collaborate with implementation and support teams to identify operational gaps, process improvement opportunities, and product enhancements
• Provide functional oversight and guidance on complex implementations, escalations, and strategic customer programs
Governance & Continuous Improvement
• Establish governance frameworks, business priorities, and operational standards for the HRM solution area
• Monitor market trends, regulatory updates, and competitive landscape to drive continuous product evolution
• Support development of implementation methodologies, best practices, training strategies, and operational documentation
• Contribute to innovation initiatives focused on AI, automation, analytics, and workforce modernization within public sector ERP environments
Required qualifications to be successful in this role:
• 12+ years of experience supporting ERP/HCM/Payroll solutions within public sector or enterprise environments
• Strong expertise in HRM business processes including Payroll, Benefits, Time & Labor, Position Control, Personnel Administration, and workforce management
• Experience supporting large-scale ERP modernization and public sector transformation initiatives
• Proven leadership experience working across Product, Consulting, Delivery, and Client Engagement organizations
• Strong understanding of public sector HR, Payroll, labor compliance, and workforce administration requirements
• Experience defining business requirements, product strategy, functional roadmaps, and operational priorities
• Strong stakeholder management and executive communication skills
• Experience supporting complex ERP implementations, change management initiatives, and operational transformation programs
• Ability to align customer business needs with scalable ERP solution capabilities
• Strong analytical, strategic planning, and process improvement capabilities
Strongly Preferred
• Experience with CGI Advantage ERP and CGI Advantage HRM modules
• Public sector ERP/HCM leadership experience within state and local government organizations
• Experience supporting payroll modernization initiatives and workforce transformation programs
• Familiarity with cloud ERP modernization, automation, AI-enabled workflows, and analytics platforms
• Experience participating in ERP product strategy, roadmap planning, or business ownership roles
• Knowledge of HR/payroll compliance, union rules, public sector workforce administration, and government operational processes

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $127,500.00 - $267,800.00.
