Job description

We are looking for a Program Manager to lead the delivery of our DMV client engagement, coordinating across a matrixed team of Implementation Managers, Integration Managers, Product Managers, and Engineering. You are the connective tissue that keeps complex, multi-workstream delivery on track. You'll operate directly within the client's organizational context, managing timelines, dependencies, risks, and stakeholder communication across government agency partners that are transforming how residents access DMV services.

This role suits someone who thrives in structured ambiguity, can hold a program together without owning every individual workstream, and knows how to drive accountability across teams they don't directly manage.

What You'll Do

  • Own the master program plan across all DMV workstreams, including  implementation, integration, product, and engineering, maintaining a single source of truth on scope, schedule, health, risk, status, and progress

  • Facilitate cross-functional coordination between Implementation Managers (client-side change and rollout), Integration Managers (technical connectivity and data flows), Product Managers (feature scope and prioritization), and Development teams

  • Serve as the primary day-to-day program contact for the DMV client stakeholders, running steering committees, status reviews, and executive check-ins

  • Identify and actively manage cross-workstream dependencies, blockers, and risks before they become escalations

  • Drive program governance, owning RAID logs, decision logs, milestone tracking, and change control processes

  • Translate client-side ambiguity (policy changes, shifting priorities, agency constraints) into clear direction for internal delivery teams

  • Partner with Implementation and Integration Managers to sequence workstreams, surface readiness gaps, and coordinate go-live planning

  • Create and maintain program reporting cadences that keep both the client and internal leadership appropriately informed

  • Escalate the right issues to the right people - knowing when to resolve internally vs. when to bring something to leadership

What We're Looking For

  • Bachelor's degree in a relevant field plus 5+ years of program management experience in a SaaS, enterprise software, or govtech delivery environment

  • Proven ability to coordinate across multiple delivery functions (implementation, integration, product, engineering) without direct line authority

  • Strong command of program governance frameworks: milestone tracking, RAID logs, dependency mapping, change control

  • Proven success in managing large, multi-workstream programs with significant external stakeholder complexity with government or regulated industry stakeholders. 

  • Comfort operating in a matrixed environment where influence, not authority, drives alignment

  • High attention to detail paired with strong systems thinking and prioritization skills

  • Strong executive presence with the ability to influence and build trust with senior state agency stakeholders

  • Excellent written and verbal communication skills, able to distill program complexity into clear stakeholder updates

  • Proficiency with program and project management tooling (Jira, Asana, Smartsheet, or equivalent)

  • Comfortable operating in high-visibility, high-accountability client environments

Nice to Have

  • Direct experience working with state government agencies, with a strong preference for DMV, transportation, and/or licensing domains

  • PMP or equivalent certification preferred; agile delivery experience a plus

  • Familiarity with SaaS implementation lifecycles: including configuration, UAT, training, and hypercare phases

  • Experience managing programs tied to contracts, procurement structures, and public sector delivery expectations

  • Experience supporting government procurement, contract milestones, or SLA management

  • Prior experience on a DMV, transportation, or licensing technology program

Travel Requirement: This position requires up to 20% travel to client locations in North Carolina for on-site meetings, project support, and relationship management.
