Job description

Position Summary

Hatalom Corporation is currently seeking Instructional Designers in support of the Center for Security Forces (CENSECFOR). The Instructional Designer provides professional and technical expertise in the planning, analysis, design, development, implementation, and evaluation of training programs and course materials. This role also provides administrative and instructional systems design (ISD) support to ensure compliance with Navy training standards and requirements. This position is contingent on contract award.


Essential Duties and Responsibilities

All ISD personnel are responsible for adhering to policies and procedures outlined in CENSECFORINST 1540.1, CENSECFORINST 1540.4, and NAVEDTRA 142.


Curriculum Development & Instructional Design:

  • Develop Training Project Plans (TPPs) to guide curriculum development efforts
  • Conduct Job Duty Task Analysis (JDTA) to develop Course Training Task Lists (CTTLs)
  • Develop Training Course Control Documents (TCCDs), including:
    • Curriculum Outline of Instruction (COI)
    • Terminal and Enabling Objectives
    • Course Master Schedule (CMS) and resource requirements
  • Develop Lesson Plans, Student Guides, and instructional materials
  • Create AI-assisted testing materials (KTAG, PTAG, Master Test Bank)
  • Design instructional strategies, sequencing, and learning relationships
  • Develop measurable learning objectives aligned with NAVEDTRA standards


Training Analysis & Evaluation:

  • Support Front-End Analysis, Business Case Analysis, and Training Requirements Reviews
  • Develop traceability matrices linking JDTA outputs to learning objectives
  • Identify training gaps and redundancies
  • Participate in pilot courses, evaluations, and continuous improvement efforts

Instructional Media & Learning Solutions:

  • Develop multimedia training products (eLearning, CBT, job aids, presentations)
  • Create storyboards and instructional media design packages
  • Support development of interactive and digital learning solutions

AI-Assisted Instructional Design:

  • Utilize AI tools for:
    • Content drafting (TPPs, TCCDs, COIs)
    • Data analysis and curriculum validation
    • Editing for clarity, compliance, and consistency

Collaboration & Support:

  • Provide SharePoint user support, training, and content management guidance
  • Assist with workflow automation using Power Automate
  • Support integration with Microsoft Office tools and enterprise systems
  • Ensure compliance with data security, access control, and records management policies

Additional Responsibilities:

  • Support audits and compliance reviews
  • Provide technical and administrative support as required


Qualifications, Knowledge, and Skills Required

  • Education & Experience:
    • Associate's Degree in Instructional Design, Curriculum & Instruction, Educational Technology, or related field with at least 1 year of relevant experience, OR
    • High School Diploma/GED with 5+ years of relevant training or curriculum development experience
  • Experience with AI-assisted tools for instructional design and content development
  • Minimum of 3 years' experience with Microsoft Teams, Word, PowerPoint, and Excel
  • Experience across all phases of the Instructional Systems Design (ISD) process (ADDIE or similar methodologies)
  • Ability to obtain and maintain a Secret security clearance


Preferred Qualifications

  • Experience with SharePoint development and administration
  • Proficiency with Power Automate
  • Experience with Adobe Creative Suite and video editing tools (Premiere, After Effects)


Physical and Environmental Requirements

  • Prolonged periods working on a computer
  • Ability to work extended hours as needed
  • This position is On-Site only in Virginia Beach, VA
  • Travel may be required
