About Celerity
Celerity is an agile risk optimization company that empowers public utility organizations by converting complex data into clear, actionable intelligence to mitigate risk, optimize assets, and maximize project results.
We partner with utilities across the United States to solve complex operational, data, and compliance challenges through a combination of deep industry expertise, advanced analytics, and practical execution. Our teams operate at the intersection of engineering, GIS, data, and program management to drive measurable, field-impacting results.
Position Overview
The Quality Engineer is a multi-functional role supporting utility programs through corrective action execution, project initiation, and process transformation efforts.
This role plays a critical part in ensuring that findings from Cause Evaluations (CE) and Corrective Action Programs (CAP) are effectively resolved, while also supporting upstream project intake (Initiating & Designing) and broader process and controls re-architecture initiatives.
The ideal candidate brings a strong program execution mindset, the ability to translate analysis into action, and the discipline to manage multiple workstreams in a structured, compliance-driven environment.
Key Responsibilities
Corrective Action & Program Execution (CE / CAP)
  • Execute corrective and preventative actions resulting from Cause Evaluations (CE) and CAP programs
  • Manage and reduce backlog of corrective actions, driving toward full completion and compliance targets
  • Coordinate with process owners, SMEs, and program leadership to ensure timely resolution of findings
  • Translate root cause findings into actionable, implemented solutions
  • Track status, risks, and dependencies across all corrective action efforts
  • Ensure full compliance with program procedures, audit expectations, and documentation standards

Initiating & Designing (I&D) Support
  • Support intake and evaluation of new project requests across program workstreams
  • Define clear problem statements, scope, assumptions, and high-level solution approaches
  • Assist in development of project frameworks, engagement models, and delivery plans
  • Coordinate with leadership to prioritize initiatives and reduce bottlenecks
  • Support development of templates, intake processes, and standardized approaches to project initiation
  • Ensure new initiatives are structured for efficient execution and measurable outcomes

Process & Controls Re-Architecture
  • Analyze and evaluate existing processes, procedures, and documentation across utility programs
  • Support redesign of process architecture, including development of future-state workflows
  • Create process maps, SOPs, RACIs, and supporting documentation
  • Identify inefficiencies, redundancies, and gaps in current processes
  • Contribute to development of standardized, scalable process frameworks ("gold standard")
  • Improve accessibility, usability, and consistency of documentation across teams

Quality, Risk & Continuous Improvement
  • Support root cause analysis efforts and risk mitigation strategies
  • Ensure alignment between corrective actions and long-term process improvements
  • Contribute to continuous improvement initiatives aligned with PDCA principles
  • Identify trends in defects, findings, and process breakdowns to inform systemic improvements

Coordination, Reporting & Governance
  • Maintain detailed tracking of actions, deliverables, and program metrics
  • Provide regular updates through structured reporting cadences (e.g., weekly, monthly reviews)
  • Support governance processes, including documentation, approvals, and audit readiness
  • Collaborate across GIS, data, engineering, and program teams to ensure alignment

Required Qualifications
Education & Experience
  • Bachelor's degree in Engineering, GIS, Business, or related field; or equivalent experience
  • 3-7 years of experience in quality engineering, program support, operations, or consulting
  • Experience working in regulated environments or utility programs preferred

Skills & Competencies
  • Strong understanding of root cause analysis and corrective action methodologies
  • Proven ability to drive execution and close out actions in structured programs
  • Excellent coordination and follow-through across multiple stakeholders
  • Strong analytical and problem-solving skills
  • Experience with process mapping, documentation, and workflow design
  • Effective written and verbal communication skills, including technical documentation
  • High level of organization, attention to detail, and administrative rigor

Work Environment
