Who We Need

The Capture Manager is a senior leader responsible for shaping, driving, and winning strategic business opportunities across Sabel Systems’ federal and defense portfolios. This role leads the full capture lifecycle from early pipeline identification through proposal submission. This person ensures competitive positioning, customer engagement, solution development, pricing strategy, and cross-functional coordination. The ideal candidate brings a proven record of winning complex engineering contracts, strong customer relationships, and the ability to guide teams in a fast-paced, growth-oriented environment. 

What You'll Do
  • Lead capture efforts for priority opportunities, including opportunity qualification, win strategy development, competitive analysis, and solution shaping.
  • Develop and execute comprehensive capture plans aligned to Sabel Systems’ business goals and growth targets.
  • Build and maintain strong relationships with government customers, industry partners, and key stakeholders to inform strategy and teaming.
  • Conduct competitive assessments, price-to-win analysis, risk evaluation, and differentiation strategies.
  • Oversee and coordinate capture-related activities with Business Development, Operations, Solutions Architects, Pricing, and Proposal teams.
  • Drive gate reviews, readiness assessments, and management briefings, ensuring alignment and executive support.
  • Lead teaming strategy, including identification, negotiation, and management of partners, subcontractors, and vendors.
  • Develop customer call plans, influence customer requirements, and ensure the solution aligns with mission needs.
  • Support proposal development by shaping technical, management, and pricing volumes to reflect the capture strategy.
  • Track, report, and forecast capture progress, resource needs, and expected outcomes.
     

Required Qualifications

  • Bachelor’s degree in Business, Engineering, Management, or related field; Master’s degree preferred or equivalent experience.
  • 7+ years of experience in federal contracting with at least 4 years in capture management.
  • Demonstrated success leading and winning captures over $25M+ (or size relevant to company scale).
  • Strong understanding of federal acquisition processes, RFP/solicitation structures, and competitive procurements.
  • Experience supporting DoD, USAF, DHA, or other relevant mission areas depending on Sabel Systems’ portfolio.
  • Proven ability to build relationships at senior levels within government and industry.
  • Strong analytical skills and experience with price-to-win, competitive analysis, and solution shaping.
  • Exceptional communication, presentation, and leadership capabilities.

Preferred Qualifications

  • Experience in digital engineering, systems engineering, model-based engineering, analytics, or advanced technology domains.
  • Established network within DoD agencies aligned to Sabel Systems’ markets.
  • Formal training in capture management (Shipley or equivalent).
  • Active security clearance or eligibility to obtain one.

Compensation will be determined in partnership with the Hiring Manager and may vary based on factors such as contract and labor category alignment, relevant experience, skills, education, certifications or licenses, and geographic location.
