Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to work as a part of the team to enhance the client's existing systems into a single solution by integrating a centralized database system. This integrated solution will eliminate duplicate and redundant data systems which would improve the tracking, regulation of licensing, compliance, and laboratory activities. The centralized system would streamline services for consumers, support more robust reporting, such as real-time tracking of applicant, licensee and compliance performance measures, trend analysis to inform policy development, and data-driven adjustments to business processes that increase efficiency and accountability. A centralized system would strengthen the client oversight by increasing operational efficiency, supporting evidence-based decision-making, improving customer service, and accelerating regulatory responsiveness.
The Senior Project Manager will be responsible for tasks including but not limited to:

  • Requirements Gathering: Engage in collecting and documenting new or updated requirements.
  • Evaluate business requirements and translate it into user stories or business, technical, and data requirements. Take part in sessions to gather and review requirements alongside technical and business team members.
  • Conduct a comprehensive assessment of the current system and transitional systems to understand the architectures and functionalities.
  • Participate in developing and maintaining the project plans required by the client, ensuring that all milestones and deliverables are met on time.
  • Assuming full responsibility and accountability for project documentation to meet the requirements of all stages of the PAL process.
  • Conducting reviews of PAL documentation with client stakeholders.
  • Obtaining CDT approval of documentation through all stages of the PAL process.
  • Conduct Stakeholder Communication: Act as the primary point of contact for stakeholders, including clients, team members, and vendors. Regularly update stakeholders on project progress, risks, and issues.
  • Provide Team Leadership: Lead and mentor the project team, providing guidance and support to ensure they have the resources and information needed to complete their tasks effectively.
  • Conduct Technical Oversight: Oversee the technical aspects of the project, including data conversion and the integration. Ensure that best practices are followed and that the solutions meet the project requirements.
  • Ensure that standardized project management methodologies, tools, and governance frameworks are applied uniformly across all projects.
  • Collaborate with the client’s staff and contractors to contribute to building an implementation plan and roadmap.
  • Conduct Problem Resolution: Identify and resolve any issues that arise during the project, ensuring that they are addressed promptly and effectively.
  • Complete Documentation: Ensure that all project documentation is complete and up-to-date, including technical documentation, user manuals, and project reports.
  • Coordinate Training and Support: Provide training and support to end-users and stakeholders to ensure they can effectively use the new systems and processes.
  • Conduct Post-Implementation Review: Conduct a post-implementation review to evaluate the project's success and identify areas for improvement in future projects.
  • Support Continuous Improvement: Implement continuous improvement practices to enhance project delivery processes and outcomes. Provide lessons learned to the client Team Leaders.
  • Create and deliver a knowledge transfer plan when applicable.
  • Facilitate any training sessions in accordance with the knowledge transfer plan.

Mandatory Experience:

  1. Within the last ten (10) years, must have seven (7) years of broad, extensive and increasingly responsible experience applying Project Management principles, methods, techniques, and tools. *Preferably government or highly regulated environments.
  2. Within the last ten (10) years, at least four (4) years of applying Project Management principles, methods, techniques, and tools experience must have been as a senior PM of one or more large or complex IT projects.
  3. Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  4. Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified. The PMP certification is required and may not be substituted with additional experience. A copy of the certification must be provided upon request.
  5. Within the last ten (10) years,  must have a minimum three (3) years of experience supporting California Department of Technology Project Approval Lifecycle (CDT PAL) Stage 2–4 projects and large system implementations.
  6. Within the last ten (10) years,  must have a minimum two (2) years of experience preparing documentation for CDT Stage Gate Reviews.
  7. Within the last ten (10) years,  must have a minimum one (1) year of experience with Accela Civic Platform or Accela licensing and enforcement modules.
  8. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Within the last ten (10) years, familiarity with licensing, compliance, and enforcement workflows (strong preference for similar platforms to Accela).
  2. Within the last ten (10) years,  strong vendor coordination skills, especially in multi-vendor or System Integrator (SI) environments.
  3. Within the last ten (10) years, experience with Agile and hybrid delivery (Scrum, SAFe, or Agile-Waterfall blends)
  4. Possession of PMI Agile Certified Practitioner (PMI-ACP), or equivalent Agile certifications. A copy of the certification must be provided upon request and may not be substituted with additional experience.
