About the Role: his role is responsible for leading the strategy, design, implementation, and continuous improvement of talent and leadership development initiatives across the organization. This role partners closely with the AVP, People Services, business leaders, and People Services team members to develop scalable solutions that strengthen leadership capability, employee growth, engagement, career development, and organizational effectiveness.

This role oversees the organization's leadership development, onboarding, mentoring, internship, career development, and role-based development initiatives while ensuring alignment with business priorities, culture, and long-term workforce needs. This position provides leadership to the Learning Experience Lead and People Programs Lead and is accountable for both the strategic direction and operational execution of enterprise talent development programs.
Key Responsibilities:

  • Leadership & Talent Development Strategy: Develop and execute leadership and talent development strategies that strengthen organizational capability, employee growth, engagement, and performance.
  • Business Partnership & Advisory: Partner with business leaders to identify talent priorities, leadership needs, capability gaps, and workforce development opportunities.
  • Leadership Development Programs: Design and implement leadership development initiatives that build the skills and behaviors required to lead self, others, and the business effectively.
  • Talent Development Programs: Oversee onboarding, new manager development, mentoring, internship, career development, and role-based learning programs across the organization.
  • Career Pathing & Workforce Readiness: Develop scalable learning and career development pathways that support employee growth, internal mobility, succession readiness, and long-term success.
  • Team Leadership & Development: Lead, coach, and develop the Learning Experience Lead and People Programs Lead while fostering collaboration, accountability, and continuous improvement.
  • Program Execution & Quality: Ensure talent and leadership development programs are delivered with consistency, quality, engagement, and measurable impact.
  • Stakeholder Collaboration: Collaborate with business leaders, subject matter experts, and People Services partners to design and implement effective development solutions.
  • Enterprise Influence: Build strong relationships across the organization and influence stakeholders to support leadership and talent development initiatives.
  • Measurement & Analytics: Define success measures, evaluate program effectiveness, analyze talent metrics, and develop insights that support strategic decision-making.
  • Continuous Improvement: Use feedback, performance data, and business outcomes to enhance programs, improve effectiveness, and maximize organizational impact.
  • Organizational Culture: Embed IOA Behaviors into leadership development, onboarding, career growth, and employee experience initiatives to reinforce organizational values.
  • Employee Experience: Support a culture of learning, growth, collaboration, accountability, and leadership excellence throughout the employee lifecycle.
  • Professional Development: Maintain expertise in leadership development, talent management, organizational effectiveness, learning technologies, and industry best practices.
  • Champion IOA Values: Demonstrate integrity, leadership, accountability, and professionalism in all interactions.


Ideal Candidate Qualifications:

  • Bachelor’s degree in Human Resources, Organizational Development, Business, Education, Psychology, Leadership, or related field required
  • 8+ years of experience in talent development, leadership development, learning and development, organizational development, human resources, or a related field
  • Proven experience designing, implementing, and scaling enterprise leadership and talent development programs
  • Experience leading initiatives such as onboarding, mentoring, career development, internship programs, succession readiness, and workforce capability development
  • Demonstrated ability to partner with senior leaders to identify development needs and implement business-aligned solutions
  • Experience leading programs from strategy through execution, measurement, and continuous improvement
  • Previous people leadership experience preferred, including coaching and developing team members
  • Experience with learning technologies, learning management systems (LMS), and development platforms preferred
  • Strong communication, stakeholder management, and organizational effectiveness skills
  • Experience within a service-oriented, professional services, insurance, financial services, or highly matrixed environment preferred
