Position Overview

The NC Department of Health and Human Services (NC DHHS), Division of Public Health (DPH), is seeking an experienced Senior Business Analyst to support the Data Modernization Initiative (DMI) project. The selected candidate will work closely with business stakeholders, project teams, and technical resources to perform business process analysis, requirements gathering, documentation, procurement support, testing, and implementation activities.

This role requires strong business analysis expertise, technical writing capabilities, healthcare data systems experience, and the ability to facilitate collaboration across diverse stakeholder groups.

Note: Candidate must be available to work onsite in Raleigh, NC and attend local meetings as required.


Key ResponsibilitiesBusiness Analysis & Requirements Management
  • Conduct stakeholder analysis and facilitate stakeholder engagement sessions.
  • Gather, document, validate, and manage business, functional, technical, and transition requirements.
  • Analyze current-state and future-state business processes.
  • Develop business process models, workflows, gap analyses, and process improvement recommendations.
  • Create and maintain Requirement Traceability Matrix (RTM).
  • Author user stories, acceptance criteria, use cases, and functional specifications.
Process Modeling & Documentation
  • Develop:
    • Context Diagrams
    • Functional Decomposition Models
    • Business Process Workflows
    • Use Cases
    • Wireframes
    • Entity Relationship Diagrams (ERDs)
    • Data Dictionaries
    • System Context Diagrams
  • Prepare analysis reports, project documentation, user manuals, meeting minutes, and implementation artifacts.
Procurement & Vendor Support
  • Support procurement activities by developing business analysis deliverables for RFPs and procurement packages.
  • Assist in drafting procurement-related documentation and evaluation criteria.
  • Conduct market research and analysis to support procurement decisions.
Testing & Implementation
  • Develop test scenarios and test cases.
  • Perform functional, integration, and User Acceptance Testing (UAT) support activities.
  • Validate system functionality against business requirements.
  • Support go-live and post-implementation activities.
Collaboration & Project Support
  • Partner with Project Managers, Developers, Architects, and End Users throughout the SDLC.
  • Participate in PMO meetings and adhere to PMO methodologies and standards.
  • Support Agile project delivery and related documentation.
  • Perform additional project-related duties as assigned.

Required Qualifications
  • Minimum 7 years of Business Analysis experience.
  • Extensive experience in business systems analysis, process modeling, and requirements management.
  • Strong knowledge of SDLC methodologies and Agile practices.
  • Experience creating:
    • Business Requirements Documents (BRDs)
    • Functional Requirements Specifications (FRS)
    • User Stories
    • Workflow Diagrams
    • Context Diagrams
    • Functional Decomposition Models
  • Strong technical writing and documentation skills.
  • Experience conducting functional and integration testing.
  • Proficiency with:
