Job description

Ignite Digital Services is seeking a Business Operations Specialist to provide comprehensive business operations support to the Naval Information Warfare Center Atlantic's Rapid Capabilities Cell (RCC). This role will serve as a cross-functional business operations integrator, working closely with RCC leadership, Program Managers, Contracts, Finance, procurement personnel, and project leads to improve organizational processes, strengthen data integrity, and provide leadership with a clear and authoritative view of RCC activities, priorities, constraints, and performance.

The ideal candidate combines strong business operations and process improvement skills with practical knowledge of government acquisition, procurement, financial, and program management processes. The candidate must be comfortable operating across organizational boundaries, managing competing priorities, communicating with senior stakeholders, and translating complex program and acquisition requirements into clear, actionable processes and outputs.

Responsibilities:

  • Provide business operations support across all RCC functional areas, partnering closely with PMs and RCC leadership to identify operational gaps and opportunities for improvement
  • Lead and own process improvement initiatives, including problem identification, root cause analysis, solution development, deployment, and monitoring of sustained outcomes
  • Work across finance, contracts, material procurement, and program management roles to maintain a consolidated and transparent view of all RCC actions and efforts
  • Maintain end to end data integrity within Microsoft Power Apps, ensuring consistency, accuracy, and completeness of inputs sourced from Contracts, Finance, and project leads
  • Develop and maintain a common data architecture that supports rapid, accurate responses to data calls and reduces administrative burden across the RCC
  • Track procurement package status, action items, comments, routing, and key milestone dates to support timely submission and execution
  • Support the development, coordination, review, and reporting of procurement request packages, contract documentation, funding actions, and other acquisition tasks
  • Provide clear, professional communication across government and contractor teams to keep actions moving through the acquisition lifecycle
  • Coordinate with stakeholders to collect required inputs and resolve procurement or funding deficiencies while ensuring compliance and completeness
  • Coordinate with program managers, project leads, business financial managers, contracting personnel, and other stakeholders to collect required inputs and resolve procurement and funding deficiencies

Required Qualifications:

  • Bachelor's degree in business, finance, acquisition, contracting, public administration, or a related field
  • 4+ years of professional experience supporting government acquisition, contracts, procurement, program management, or business operations
  • Experience developing, coordinating, or reviewing procurement request packages, service contract documentation, acquisition packages, or related contracting support materials
  • Familiarity with FAR, DFARS, DoD acquisition processes, Navy procurement processes, or federal service contracting requirements
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint
  • Active Secret clearance or higher

Desired Qualifications:

  • Direct experience supporting NIWC LANT, Navy acquisition programs, or service contract procurement actions
  • Highly organized and comfortable managing multiple procurement actions at different stages of development
  • Comfortable working in a fast-paced program environment with competing priorities and evolving requirements
  • Able to translate program and technical inputs into clear, complete, and procurement-ready documentation
  • Collaborative, professional, and capable of working effectively with government leads, contracting personnel, financial managers, and project teams
  • Experience with Microsoft Power Platform, including Power Apps, Power Automate, SharePoint, and/or Power BI
  • Experience with process improvement methodologies, such as Lean, Six Sigma, continuous improvement, workflow analysis, or similar methodologies
  • Experience developing business process maps, standard operating procedures, workflow documentation, KPIs, dashboards, or performance metrics
  • Experience with data governance, data validation, data standardization, or enterprise reporting
  • Ability to analyze large or complex datasets and translate findings into actionable recommendations for leadership
  • Experience supporting DoD acquisition, Navy acquisition, federal contracting, or government program management environments

Salary: $70k+ to align with experience and education

Schedule: Hybrid 2-3 days a week onsite in Charleston, SC
