Location: On-Site / Hybrid — Primary market territory
Base Salary Range: $100,000 + , commensurate with experience
Markets Served: Phoenix, AZ • Colorado • Irvine, CA • Sacramento, CA • Portland, OR
Travel Required: Up to 50% across assigned markets
Position Summary
We are seeking a results-driven Construction Business Development Manager to lead growth initiatives within our construction division across five dynamic markets: Phoenix, AZ; Colorado Springs/Denver, CO; Irvine, CA; Sacramento, CA; and Portland, OR. In this role, you will identify and pursue new business opportunities, build and maintain strategic client relationships, and drive revenue through targeted market development. You will serve as a key liaison between our construction operations team and prospective clients, positioning the company as the preferred partner for commercial, residential, and infrastructure projects across the Southwest, Mountain, and Pacific Northwest regions.
Target Markets
This role covers five high-growth construction markets. The BDM is expected to develop deep local knowledge and relationships within each:
Phoenix, AZ
  • One of the fastest-growing metros in the U.S., with strong demand in commercial, multifamily, and infrastructure construction
  • Key sectors: data centers, healthcare facilities, master-planned communities, and transportation infrastructure
  • Navigate Arizona Registrar of Contractors (ROC) requirements and local permitting landscape
Colorado
  • Active market spanning Denver, Colorado Springs, Boulder, and the Front Range corridor
  • Key sectors: mixed-use developments, government/municipal projects, mountain resort construction, and energy infrastructure
  • Familiarity with Colorado’s prevailing wage laws and CDOT procurement processes a plus
Irvine, CA
  • Premier Southern California market anchored by corporate campuses, tech, and life sciences construction
  • Key sectors: Class A office, biotech/lab facilities, retail, and commercial residential high-density development
  • Experience navigating California’s CEQA process and DIR/prevailing wage compliance required
Sacramento, CA
  • Growing Northern California market driven by state government projects, healthcare, and urban infill development
  • Key sectors: public works, K–12 and higher education, affordable housing, and transit-oriented development
  • Strong relationships with Sacramento-area developers, the State of California, and regional municipalities preferred

  • Familiarity with Oregon Bureau of Labor and Industries (BOLI) prevailing wage rules and Metro-area permitting a plus
Key ResponsibilitiesBusiness Growth amp; Revenue Generation
  • Develop and execute a comprehensive business development strategy to meet annual revenue and growth targets
  • Identify, qualify, and pursue new construction contracts across target market segments (commercial, industrial, municipal, etc.)
  • Prepare and present compelling proposals, bids, and presentations that articulate the company's value proposition
  • Negotiate contract terms and close deals in alignment with company profitability goals
Client Relationship Management
  • Build and maintain a robust pipeline of prospects through networking, referrals, industry events, and cold outreach
  • Cultivate long-term relationships with owners, developers, general contractors, architects, and government agencies
  • Serve as the primary point of contact for key accounts throughout the business development lifecycle
  • Ensure seamless handoff of awarded projects to the operations and project management teams
Market Intelligence amp; Strategy
  • Monitor industry trends, competitive landscape, and emerging opportunities in local and regional construction markets
  • Analyze market data to recommend new service lines, geographies, or client segments for expansion
  • Maintain up-to-date knowledge of regulatory changes, permitting requirements, and funding cycles that affect construction activity
Collaboration amp; Reporting
  • Partner with marketing to develop collateral, case studies, and digital presence that support business development efforts
  • Provide regular pipeline updates, forecasts, and performance reports to senior leadership
  • Participate in industry associations, trade shows, and community events to build brand visibility
QualificationsRequired
  • Bachelor’s degree in Construction Management, Business Administration, Civil Engineering, or a related field
  • 5+ years of progressive experience in business development, sales, or project management within the construction industry
  • Proven track record of winning construction contracts and achieving revenue targets
  • Strong understanding of construction project delivery methods (Design-Bid-Build, Design-Build, CM-at-Risk, etc.)
  • Exceptional communication, presentation, and interpersonal skills
  • Proficiency in CRM software and Microsoft Office Suite
Preferred
  • Experience with public-sector procurement, government contracting, or prevailing wage projects
  • Existing relationships with developers, municipalities, or commercial real estate owners in the region
  • Familiarity with construction estimating software (e.g., Procore, Bluebeam, Sage Estimating)
  • Professional certifications such as CCBM, PMP, or LEED accreditation
