Position Overview:
BLN24 is seeking a highly skilled Business Analyst/Scrum Master to support development and delivery for the modernization of National Weather Service applications migrating to the cloud. The Business Analyst/Scrum Master combines business analysis expertise with Agile project management skills. This dual role focuses on bridging the gap between stakeholders and technical teams to deliver modernized software solutions while ensuring smooth Agile processes. The individual will be responsible for requirements gathering, solution design, testing, and driving Scrum ceremonies to align business needs with IT and cybersecurity objectives.
Key Responsibilities:
  • Collaborate with stakeholders to identify and define business problems, gather requirements, and recommend IT solutions.
  • Serve as the Scrum Master for Agile teams, driving all Scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Proactively identify risks and blockers and develop and implement mitigation strategies with the Agile teams.
  • Promote adherence to Agile principles and ensure the team meets its deliverables efficiently.
  • Administer Jira to manage and track tasks, sprint progress, and team performance metrics.
  • Collaborate with cross-functional teams to ensure alignment between business goals and technical deliverables.
  • Analyze, design, and support the implementation of software solutions, including database, website, and application tools.
  • Write well-defined user stories, tasks, and acceptance criteria for implementation.
  • Develop and manage test cases, execute testing, document results, and work closely with developers to resolve deficiencies.
  • Create, edit, and analyze performance metrics, reports, and recommendations.

Required Qualifications:
  • Bachelor’s degree in a related field.
  • Certification in Scrum (Certified Scrum Master, SAFe Scrum Master, Professional Scrum Master, etc.).
  • Experience supporting Digital Services projects.
  • Proficiency in Jira and GitLab.
  • Strong communication and facilitation skills to work effectively with technical teams and business stakeholders.
  • Progressive experience in business analysis, including designing, testing, and implementing software solutions.
  • Proven ability to work closely with clients to identify problems and coordinate with developers to deliver solutions.
  • Experience conducting risk assessments and developing mitigation strategies.
