Job Description General Responsibilities

Maintains the safe, comfortable, and efficient day-to-day operation of all Roanoke City Public Schools facilities. Supervises all building operations and upkeep activities of Roanoke City Public Schools. Inspects work by all RCPS operations and contractors. Administers Integrated Pest Management (IPM), AHERA, MS4 inspections, SDS compliance, lead-based paint protocols, and other regulatory compliance programs

Essential Tasks
  • Under the leadership of the Senior Director of School Plants, supervises all building upkeep activities for Roanoke City Public Schools.
  • Supervises the selection, training, and monitoring of Building Managers and Building Operations staff.
  • Develops long- and short-range plans for meeting facility upkeep.
  • Develops cost analyses for all initiatives involving custodial or light maintenance activities.
  • Working with the Senior Director of School Plants, establishes and maintains the annual budget for the Building Operations Cost Center.
  • Reviews expenditures, forecasts budget needs, and identifies cost-saving opportunities.
  • Assures that all school buildings and related facilities are inspected regularly for cleanliness and general upkeep.
  • Meets with school personnel to receive input on school custodial and light repair needs.
  • Assures proper inventory control of custodial/light maintenance supplies and equipment.
  • Administers contracts for custodial services, supplies, and equipment.
  • Ensures compliance with the Virginia Public Procurement Act and RCPS purchasing policies.
  • Assigns and inspects the work of RCPS and vendor personnel relating to custodial and light maintenance activities.
  • Assures compliance with all state, federal, and local work requirements.
  • Assists in the development of administrative guidelines for custodial and light maintenance services.
  • Maintains records and follows federal, state, and local laws as they pertain to the procurement of custodial supplies and light maintenance for operations.
  • Verifies that the terms of all contracts have been fulfilled before authorizing relevant pay requests for operations.
  • Maintains appropriate financial records for operations.
  • Performs all duties with awareness of all district requirements and School Board policies.
  • Provides leadership, coaching, mentoring, and performance management for Building Managers.
  • Establishes department goals, performance metrics, and service standards.
  • Coordinates operations with Maintenance, Grounds, Warehouse, Capital Projects, Safety & Security, and school administrators.
  • Utilize the computerized maintenance management system (CMMS).
  • Monitor work order performance and response times.
  • Analyze operational data and prepare reports for leadership.
  • Performs other duties as assigned.
  • Coordinates Building Operations response during emergencies, severe weather, and other facility incidents
  • Develops and maintains effective working relationships with principals, department leaders, and external agencies to ensure responsive and efficient building operations

Knowledge, Skills, And Abilities
  • Thorough knowledge of local, state, and federal regulations, policies, and procedures regarding all custodial and light maintenance functions, including contracting, and purchasing.
  • Considerable knowledge of the methods and procedures used in preparing bid specifications.
  • Considerable knowledge of the formal and informal bid processes.
  • Considerable knowledge of state and school system rules, regulations, and laws regarding purchasing.
  • Considerable knowledge of proper safety precautions regarding materials, methods, and equipment used in custodial and light maintenance work.
  • Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.
  • Considerable knowledge of the current literature, trends, and developments in the field of custodial and light maintenance work.
  • Considerable knowledge of the principles of supervision, organization, and administration.
  • Ability to use common office machines and popular computer-driven word processing, spreadsheet, and file maintenance programs.
  • Ability to maintain routine administrative reports and records.
  • Ability to develop and implement department procedures.
  • Ability to monitor and review contract work for quality.
  • Ability to effectively express ideas orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
Education And Experience

Preferred: Bachelor's degree in Facilities Management, Business Administration, Public Administration, Construction Management, or a related field. Five or more years of progressively responsible supervisory experience in facilities, custodial, or building operations management. Equivalent combinations of education and experience may be considered.

Physical Requirements

Must be physically able to operate a variety of machinery and equipment, including computers, copiers, heavy equipment, various hand tools, etc. Must be physically able to operate motor vehicles. Must be able to exert up to 50 pounds of force occasionally, and/or up to pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential tasks.

Work Environment

Work is performed in a variety of settings, including an office and in the field at various schools and project sites, with some exposure to outdoor conditions and hazardous work environments.

Salary: $78,636 to $138,557 Per Year
