Job description

Serves as a key liaison for budget, personnel, and administrative operations within the Branch, providing leadership and guidance to division coordinators and HR liaisons. Independently monitors the state budget process, analyzes financial data, and develops projections and recommendations to support management decision-making. Oversee fiscal planning, contract and grant review, and ensure all requests are properly funded and compliant with policies.
Provides comprehensive support for personnel processes, including position management, recruitment actions, and organizational changes, while maintaining confidentiality on sensitive matters. Acts as a technical expert by interpreting laws, regulations, and departmental policies, and advising staff and leadership on complex issues.
Leads and coordinates the development, review, and editing of official documents, reports, and communications to ensure accuracy, consistency, and alignment with departmental priorities. Facilitates meetings, supports legislative and reporting activities, and contributes to cross-divisional initiatives to improve efficiency and quality.
Maintains tracking systems, reviews submissions for approval, and represents the Branch in meetings and special projects to support effective program implementation and operations.

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
