Job description

Based in the Washington, D.C. Metro area,ย Pivot Path Solutions, LLC, is a government contracting and business solutions firmย that offers enterprise IT solutions, strategic and acquisition planning, organizational development, and research and development analytics services to help customers adapt and thrive in changing market conditions.ย 

The Project Manager (PM) will lead the execution of enterprise-wide eLearning and Learning Management System (LMS) initiatives, with a primary focus on Blackboard LMS implementation, administration, and optimization.

This role is responsible for overseeing the full lifecycle of training program delivery, including planning, curriculum development, system integration, stakeholder engagement, and performance monitoring. The PM will serve as the central point of coordination across technical teams, instructional designers, and leadership stakeholders to ensure timely, high-quality delivery of learning solutions

Key Responsibilities1. Project & Program Leadership
  • Lead end-to-end project execution across planning, development, deployment, and sustainment
  • Develop and maintain:
    • Project Charter
    • Project Management Plan (PMP)
    • Work Breakdown Structure (WBS)
    • Integrated Master Schedule
  • Facilitate kickoff meetings, recurring status updates, and executive briefings
  • Manage scope, schedule, risks, and resource allocation across multiple workstreams

2. Blackboard LMS Management (Core Focus)
  • Serve as the primary lead for Blackboard LMS operations and strategy
  • Oversee:
    • Course configuration, deployment, and lifecycle management
    • User roles, permissions, and enrollment processes
    • Grade center configuration and learner performance tracking
    • LMS integrations with external systems (e.g., SIS platforms)
  • Ensure all content is:
    • SCORM-compliant and optimized for LMS delivery
    • Section 508 / WCAG 2.0 accessible
    • Structured using standardized templates (HTML/CSS)
  • Provide hands-on administration, troubleshooting, and continuous improvement of the LMS environment
  • Advise stakeholders on LMS governance, scalability, and best practices

3. eLearning & Instructional Delivery Oversight
  • Lead the development and delivery of:
    • Online courses and microlearning modules
    • Multimedia content (video, audio, interactive elements)
    • Knowledge checks, assessments, and scenario-based learning
  • Guide instructional design strategy aligned to:
    • Adult learning principles
    • Role-based learning paths and competency frameworks
  • Coordinate closely with instructional designers, SMEs, and developers to ensure quality and consistency

4. Stakeholder Engagement & Collaboration
  • Serve as the primary interface between technical teams and business stakeholders
  • Facilitate workshops, requirements sessions, and feedback cycles
  • Translate stakeholder needs into actionable project plans and technical solutions
  • Provide clear, concise communication at both working and executive levels

5. Quality Assurance, Compliance & Reporting
  • Establish and enforce QA processes for LMS content and system functionality
  • Ensure compliance with accessibility and digital content standards
  • Deliver:
    • Monthly status reports and dashboards
    • Performance metrics and training effectiveness analysis
    • LMS usage, completion rates, and learner analytics
  • Maintain documentation, knowledge repositories, and audit-ready artifacts
Required QualificationsExperience
  • 8+ years of Project Management experience in IT, training, or digital transformation
  • Demonstrated experience managing Blackboard LMS (REQUIRED)
  • Proven success delivering enterprise eLearning programs or LMS implementations
  • Experience working in structured or regulated environments
Technical Skills
  • Strong expertise in:
    • Blackboard LMS administration and course management
    • SCORM content packaging and deployment
    • HTML/CSS for LMS customization
  • Familiarity with:
    • Instructional design methodologies
    • LMS integrations and data reporting tools
    • Agile or hybrid delivery frameworks
Certifications (Preferred)
  • PMP or equivalent project management certification
  • Agile certification (e.g., Scrum Master)
  • Blackboard or LMS-related certifications
