Job description

The compensation offered to the candidate selected for the position will depend on several factors, including the candidate's educational background, skills and professional experience.
Job Overview:
The EBC Rep ensures that all information required by the NJDOHSS Bureau of Vital Statistics Electronic Birth Certificate program and Paternity Opportunity Program is collected and accurately entered into the NJDOHSS EBC software program within the time frame mandated by NJDOHSS regulations. The EBC Rep acts as the MMC liaison with NJDOHSS Bureau of Vital Statistics and City of Long Branch Vital Statistics representatives.
Qualifications:
Required:
  • High School Diploma
  • Computer skills

Preferred:
  • Some College
  • Ability to Use Microsoft Office and Excel software programs
  • Medical Terminology
  • Health Care Clerical Support 1 to 3 years of experience
  • Previous Electronic Birth Certificate Experience

Scheduling Requirements:
  • Per Diem Day

Essential Functions:
  • The EBC Reo is expected to have critical thinking skills and be able to identify problems or issues and take corrective action both proactively and retrospectively. In addition the coordinator is expected to learn how to utilize the EBC report writer software program to produce necessary reports and be able to create ad hoc reports as needed.
  • The EBC Rep ensures data transmission to the State via modem is conducted Monday through Friday and prepares and maintains reports and logs to verify submissions, and ensure if information has been lost during transmission, will be able to resubmit data. The EBC Rep is responsible to prepare monthly quality assurance reports and attend quarterly Regional Monmouth Consortium EBC User Group meetings.
  • The EBC Rep is expected to be knowledgeable regarding cultural diversity, especially as it applies to birth certificates. Will educate parents regarding NJDOHSS and Federal birth certificate regulations and paternity guidelines, assist parents in completing the required forms, accurately enter the data into the EBC program, coordinate certification of birth by physician or mid level practitioners, print and review birth certificate with parents, and upon completion send birth certificates to the City of Long Branch Bureau of Vital Statistics. Upon receipt of NJDOHSS query letters will research and respond with information requested within the time frame mandated by the NJDOHSS. EBC Rep will perform unlocks and updates when requested by City or State representatives.
  • The EBC Rep will create a file for each birth which will contain copies of all information pertinent to the birth certificate i.e. modules, birth certificates, POP forms etc. These files will be maintained by the EBC Rep for a period of 18 months at which time the files will be shredded. All original modules will be sent to medical records for inclusion in the patient's medical record. The EBC Rep will be responsible to audit data entered into the system for accuracy such as Hearing Screening testing determinations. They will be required to prepare educational material, educate and train patients and co-workers as it pertains to the NJDOHSS EBC software program. Adheres to all HIPPA regulations. Upon completion of the birth certificate the coordinator will be responsible to update the infant's name in the Compucare system.
  • The EBC Rep will coordinate intra-departmentally and inter-departmentally with physicians, mid-level practitioners, nurses, clerical personnel and internally with parents and externally with NJDOHSS and City of Long Branch bureau of Vital Statistics representatives to ensure completeness and accuracy of all information required by the EBC program.
