Job Description

The San Francisco Public Utilities Commission (SFPUC) is seeking an experienced, outgoing and motivated Principal IS Engineer to provide functional and technical support for Geographics information system. Under general direction of the ITS GIS Program manager, the IS Principal Analyst (GIS Analyst) will be responsible for technology solutions and performing all aspects of the maintaining and managing ESRI ArcGIS Enterprise deployment as well as analysis, design, programming, testing, debugging, and deployment of fully functional GIS applications. Essential functions of the position include:

  • Provide on-going user and system support, monitoring, system administration and troubleshooting for ArcGIS Enterprise & Geodatabases (ArcSDE)
  • Data modeling and Data Migration in SDE  
  • Maintain Enterprise GIS data using ArcGIS Pro and SDE
  • Develop, implement and support web applications, web services and Mobile applications with ESRI SDKs and ESRI application builder.
  • Develop, Maintain & support FME ETL jobs   
  • Partner with water division on implementation, testing, training and knowledge-transfer of new technologies or changes to existing processes and systems. 
  • Maintain & support BIM to 3D GIS data 
  • Perform other related duties, as assigned.
Qualifications

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

License and Certification:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Special conditions: Some positions may require additional qualifications such as special conditions that may differ from the standard minimum qualifications associated with this classification.

Desired Qualifications (The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring):

  • At least 2 or more years of experience or equivalent proficiency in programming with C#, .NET 4.0+, JavaScript and Python.
  • Independently lead and manage software projects and coordinate activities among business stakeholders, consultants and vendors and is well versed in the Agile development methodologies.
  • Lead requirements gathering and creating technical design documents for system change within a reasonable timeframe.
  • Thorough understanding of web GIS technologies and experience with ESRI and Microsoft technology stack.
  • Strong proficiency in ESRI technologies
  • Familiarity in programming with Python Proficient in ESRI ArcGIS Enterprise Architecture
  • Excellent written and verbal skills in expressing ideas, policies, and technical issues with sharp business acumen.
  • Strong independent work ethic with ability to work well in teams with diverse personalities.
