Job description

The Senior Manager Revenue Accounting and Billing Operations provides enterprise leadership and strategic direction for Terracon's Corporate Billing function. The Senior Manager oversees multiple managers and supervisors and indirectly guides Senior Billing Analysts, Billing Analysts, Senior Billing Coordinators, Billing Coordinators, and Billing Representatives. The Senior Manager is accountable for the accuracy, timeliness, and compliance of all corporate invoicing activities, including national accounts, complex project billing, government compliance/cost-plus invoicing, and companywide billing support. This role assists with system enhancements, leads training efforts, and oversees billing integration for newly acquired companies.

  • Bachelor's degree in Accounting, Finance, or related field and a minimum of 10 years' billing/project accounting experience. Or, in lieu of a degree, a minimum of 14 years' related experience.

  • A minimum of 3 years' leadership experience required.

  • Extensive knowledge of

    • U.S. GAAP

    • ASC 606 Revenue Recognition

    • Project Accounting

    • Financial Reporting

    • Internal Controls

  • Experience leading billing operations within a professional services or project-based environment.

  • Strong ERP systems experience, preferably Oracle Fusion or similar enterprise platforms.

  • Preferred public accounting experience with a Big Four or national accounting firm.

  • Preferred Master's degree in Accounting, Finance, or Business Administration.

  • Preferred experience with acquisitions and systems transformation initiatives.

  • A valid driver's license with acceptable violation history may be required.

Revenue Accounting & Financial Reporting

  • Lead revenue recognition and accounting activities in compliance with ASC 606, U.S. GAAP, and company policies.
  • Review complex project-based contracts and determine appropriate accounting treatment.
  • Oversee monthly and annual close activities related to revenue accounting.
  • Ensure accurate accounting for contract assets and liabilities, unbilled revenue, deferred revenue, and related balances.

Billing Operations & Revenue Cycle Leadership

  • Lead enterprise billing operations, establishing standards for invoice accuracy, timeliness, and compliance.
  • Oversee billing workflows, metrics, exceptions, and process effectiveness.
  • Partner with operational and finance leaders to resolve billing challenges and improve invoice quality.

Project Accounting Governance

  • Establish and maintain project accounting standards for setup, billing structures, labor charging, revenue coding, and contract administration. 
  • Partner with Operations and Project Managers to align project execution, billing, and revenue recognition practices.
  • Working Capital & Performance Improvement
  • Collaborate with Treasury, Operations, and Collections to improve working capital and cash flow.
  • Monitor DSO, accounts receivable aging, work-in-progress, and billing cycle performance.

Controls, Compliance & Risk Management

  • Maintain a strong internal control environment across revenue, billing, and project accounting processes.
  • Ensure compliance with accounting standards, company policies, contractual requirements, audit expectations, and corporate risk policies. 
  • Lead internal and external audit activities related to revenue and billing operations. 
  • Oversee contract execution and project risk management practices to ensure compliance with corporate risk policies.

Systems, Process Improvement & Integration

  • Serve as the business owner for revenue accounting and billing functions within the ERP environment.
  • Lead automation, workflow optimization, reporting enhancements, and related process improvements.
  • Partner with IT to strengthen system functionality, data governance, and financial controls.

Leadership & Talent Development

  • Lead and develop teams responsible for revenue accounting, project accounting governance, and billing operations. 
  • Establish performance expectations, workforce plans, succession strategies, and professional development priorities. 
  • Foster a culture of accountability, collaboration, customer service, innovation, and continuous improvement.

Enterprise Collaboration & Operational Excellence

  • Partner with Corporate Accounting, Operations Finance, Government Compliance, Project Management, IT, and Collections to support business objectives and cross-functional initiatives.
