About the Work Unit
North Program Engineer for CDOT Region 1 is based out of the North Holly facility, supporting the Region Deputy Director, Region Director, Chief Engineer and ultimately the Executive Director. The North Program exists to ensure transportation projects within Adams and Broomfield County are completed safely, on schedule, and within available budget and original scopes of work. The North Program unit assures that all required federal, state, and local environmental laws, regulations, procedures and other mandated requirements have been met so that CDOT plans, programs, grants, construction projects, and maintenance projects may proceed. The unit provides core professional and technical engineering services to the general public to plan, scope, design, and provide construction contract engineering administration for a program of capital improvement projects within the geographic boundaries of CDOT Region 1 North Program.
About the Position
The Professional Engineer II exists to provide technical expertise while overseeing and directing the design and construction of projects in accordance with State and Federal guidelines, policies, and procedures. This includes legal responsibility sealing and stamping plans produced by the residency, which require a registration as a licensed Professional Engineer with the State of Colorado. This position provides engineering expertise and advice in all phases of construction projects, monitors and approves expenditures to ensure that they are within approved budgets and monitors schedules to make sure that established deadlines are met. As a supervisor, this position coordinates and makes work assignments, ensures that unit employees are trained and have adequate resources to perform their assigned duties, prepares performance and employee development plans and evaluates employees' performance, while acting as a liaison between management and staff. This position works closely with other CDOT units and outside agencies to plan for and respond to engineering issues. This position represents the Department in dealings with the public, outside entities, contractors and the media. All duties are performed with safety consciousness and the goal of providing exceptional internal and external customer service. This position must continually learn and develop job knowledge to keep up with changes in procedures, technology, and priorities. This position covers list out counties/geographic areas.
Your duties and responsibilities will include, but are not limited to, the following
  • Provide engineering and technical expertise and advice.
  • Monitor and administer construction projects to certify that construction is performed in accordance with the plans and specifications under State and Federal requirements
  • Inspect project sites and features for safety and quality compliance, including features for stormwater permit compliance and traffic control reviews/inspections.
  • Resolve complex engineering problems to successfully complete projects within environmental, economic, and contractual constraints.
  • Provide advice and/or assist in the resolution of disputes or claims that escalate beyond the project level.
  • Provide construction management training, guidance, and mentoring to others in the Residency.
  • Take actions which directly or indirectly resolve contract disputes.
  • Direct and coordinate activities and staff involved in the development of plans, specifications, and estimates for the design of transportation projects.
  • Provide design training, guidance, and mentoring to others in the Residency.
  • Red line project plans and specifications to achieve a clear and professional set of engineering contract documents.
  • Maintain a broader perspective of engineering activities, including projects, resources, schedule, budget, safety, etc.
  • Communicate effectively; take information from contractors, CDOT, the public, etc. and communicate with residency employees. Communicate information from residency employees up the supervisory chain.
  • Anticipate upcoming workload and prepare manpower reports.
  • Delegate work effectively, when appropriate, and monitor progress.
  • Modify work assignments to meet changing priorities.
  • Initiate personal actions, including new hires, promotions, transfers and classification changes.
  • Interview and hire full-time and temporary employees and/or obtain the service of consultants to meet the assigned workload.
  • Resolve employee personnel and project problems using insight and experience.
  • Address personnel issues and mediate conflicts. Ensure appropriate documentation and notification. Forward personnel issues up the supervisory chain when appropriate.
  • Implement policies and procedures in a fair and consistent way. Ensure policies and procedures are followed. Set clear expectations and hold employees accountable.
  • Monitor and report the financial status of all design, construction, and other transportation projects assigned to and administered by the work unit to ensure that projected costs of project completions are within the approved budgets.
  • Authorize and approve expenditure and contract payments for projects, general office administration including supplies, equipment, and services, and the maintenance of the facilities and equipment.
  • Review, approve and monitor contract administration for transportation projects to ensure compliance, including design, construction, construction engineering, and environmental study contracts.
  • Review progress reports and billings to monitor progress of work.
  • Resolve contractor and consultant disputes and claims.
  • Represent the Department in dealings with the public, other governmental agencies, contractors, consultants, the media, developers, business owners, and other entities.
  • Serve on task forces, committees and working groups associated with complex and politically controversial projects, along with interdepartmental groups to formulate policies and procedures for the Department.
  • Answer questions and resolve complaints.
  • Ensure interactions with internal and external customers are professional. Communicate effectively and professionally. Exhibit acceptance of diversity in providing effective customer service to diverse groups of internal and external stakeholders.
  • Develop and maintain effective working relationships with other resources within CDOT, such as right-of-way, traffic, environmental, transportation systems maintenance and operations (TSMO), etc.
  • Maintain technical knowledge of and train others on design and construction processes and adapt to any changes, updates, and technology improvements.
  • Maintain knowledge of and train others on relevant policies, procedures, standards, statutes, regulations, and other reference materials.
  • Stay up to date with industry standards and keep working toward innovation and ways to improve.
  • Develop and maintain "trust and respect" -oriented relationships with internal and external team members, consultants, and other stakeholders in order to further develop leadership skills.
  • Represent Program Engineer at various public meetings.

Work Environment:
  • Primarily 8:00 am - 5:00 pm work hours, Monday-Friday; hybrid.
  • Approximately 10% spent in the field, 90% spent in the office.
  • Travel required during work hours throughout Metro Denver/Front Range.
  • Occasional overnight travel 1-3 times a year throughout Colorado.
  • A valid Colorado driver's license is required; required to operate CDOT vehicles.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
  • Two (2) years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

Substitutions
  • Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the supervisory or staff authority experience.
