Job description

BRIEF DESCRIPTION
The Regional Health and Safety Manager (RHSM) is responsible for overseeing all aspects of safety and advancing safety maturity across two or more assigned regions. This individual will be responsible for developing, implementing, and managing Safety programs and initiatives to ensure compliance with BluSky Health & Safety procedures as well as local, state, and federal regulatory requirements. This role serves as a strategic partner to Regional Vice Presidents, Branch Leadership and Operations teams to ensure safety is embedded into daily decision making and recognized as a core business value. The position will report to the BluSky Director of Safety with strong partnerships with Regional Vice Presidents and Support Team Leaders. Position will require frequent travel (up to 50%) to visit job sites.
PRINCIPAL DUTIES & RESPONSIBILITIES
  • Effectively communicate Safety expectations and best practices to Senior Leadership and Field Operations within the assigned regions. Develop strategies to encourage participation in safety initiatives. Serve as a trusted safety advisor to branch or regional leadership.
  • Develop and execute Health & Safety projects, driven by data, risk and regional trends, ensuring projects are completed on time, are high quality, and have branch, regional, or organizational impact.
  • Communicate the state of regional health and safety performance to leaders at all levels of the organization, tailoring the messaging to the audience. Translate safety performance into business-relevant insight, including operational, financial and risk impacts.
  • Measure branch and regional health performance against published requirements and strategic objectives. Leverage technology platforms such as PowerBI to analyze trends, identify emerging risk and support proactive action planning.
  • Develop, maintain and continuously improve BluSky Health & Safety Procedures to align with field operations, industry best practices, industry standards, and/or regulatory updates, ensuring programs are practical, usable and consistently implemented.
  • Identify and build strategies to control Health & Safety risks associated with restoration construction projects with additional focus on higher-risk job types, activities and repeat exposure trends within assigned regions.
  • Lead and/or review incident investigations to determine root cause and identify effective corrective actions. Build plans to prevent recurrence at the branch, region, and network level.
  • Perform regular inspections of job sites, equipment, and facilities within the assigned regions. Execute third party safety inspection strategy. Partner with field, branch, and regional leadership to improve Safety Inspection performance.
  • Develop and deliver safety training programs for employees at all levels of the organization. Maintain visibility and oversight of role-specific and authorized training requirements within the region, ensuring employees are current on required certifications and authorizations such as respirator fit testing, asbestos and lead related training, fall protection and other high risk activities.
  • Drive adherence to BluSky Health & Safety compliance requirements
  • Continuously review local, state, and federal Health & Safety regulations and determine applicability to restoration construction industry. Develop or improve BluSky Health & Safety programs, best practices, or Standard Operating Procedures to meet regulatory compliance requirements.
  • Ensure that subcontractors and vendors adhere to safety policies and procedures while working on BluSky projects. Collaborate with project managers to monitor subcontractor performance and address any safety concerns.

SUPERVISORY RESPONSIBILITY:
This position has no direct reports.
QUALIFICATIONS & REQUIREMENTS:
  • 7+ years of Environmental, Health, & Safety related field experience. Preference within the Restoration and/or Construction Industry.
  • Strong ability to communicate, work cross functionally with other groups, and show solid judgment based on data.
  • Work closely with branch and regional leadership to drive Safety performance across the assigned regions.
  • Degree in Occupational Health and Safety, Environmental Science, Engineering, or related field preferred. Experience will be considered in lieu of a degree.
  • OSHA 500
  • Proficiency in Microsoft Office products including Word, Excel and PowerPoint.
  • CSP, ASP, CHST, or other safety professional credentials are preferred.
  • Train the Trainer Certification -- Forklifts, Aerial Lifts is preferred.

EDUCATION:
  • Bachelor's degree in occupational health and safety, Environmental Science, Engineering, or related field preferred.
  • Experience will be considered in lieu of a degree.

TRAVEL:
Ability to travel (including air travel) is approximately 50% of the time. Out-of-area and overnight travel is expected for site visits, training, or meetings.
