Description
ActioNet is looking for a Technical Business Analyst to support cloud modernization and application migration initiatives within a federal IT environment. This role bridges the gap between business stakeholders and technical teams by gathering requirements, facilitating discovery discussions, and translating business needs into clear, actionable technical documentation.
The ideal candidate understands cloud fundamentals (AWS preferred) and can engage customers in early-stage conversations about application migration, helping identify high-level solution components such as compute, storage, and database services without performing deep engineering design.

Location:  Suitland, MD - Hybrid with 2 days on-site

Clearance:  Public Trust (Will Sponsor, Eligibility includes US Citizenship)

Salary:  $90-142K

Key Responsibilities
  • Conduct stakeholder interviews and facilitate requirements gathering sessions for application and infrastructure initiatives.
  • Document business needs, functional requirements, and high-level technical requirements in user stories, process flows, and requirement specifications.
  • Support cloud migration discovery discussions by asking clarifying questions around application architecture, data, security, and performance needs.
  • Translate business requirements into preliminary cloud solution components (e.g., compute, storage, database, and networking concepts at a high level).
  • Collaborate with cloud architects, engineers, and developers to refine requirements into technical designs.
  • Assist in identifying dependencies, risks, and constraints for migration or modernization efforts.
  • Develop and maintain documentation including requirements traceability matrices, meeting notes, and process workflows.
  • Support Agile ceremonies including sprint planning, backlog refinement, and demos.
  • Ensure requirements align with security, compliance, and federal IT standards.
Required Qualifications
  • Bachelor's degree in Information Technology, Business, Computer Science, or related field.
  • 2-5 years of experience in a Business Analyst or similar requirements-focused role.
  • Basic understanding of cloud computing concepts (AWS preferred).
  • Familiarity with core cloud services such as:
    • Compute (e.g., EC2 concepts)
    • Storage (e.g., S3 concepts)
    • Databases (e.g., RDS concepts)
  • Strong communication skills with ability to engage both technical and non-technical stakeholders.
  • Experience writing requirements, user stories, and process documentation.
  • Familiarity with Agile methodologies and tools (Jira, Confluence, etc.).
Preferred Qualifications
  • Exposure to cloud migration or modernization projects.
  • Basic understanding of networking, security, or application architecture concepts.
  • AWS Cloud Practitioner certification (or willingness to obtain).
  • Experience in federal or regulated environments (NIST, FISMA a plus).
  • Ability to work alongside technical teams without needing to perform hands-on engineering.
