Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm. Selected applicant needs to be able and willing to work weekends as needed. Selected applicants need to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. 

Job Summary:

The 4D / Advanced Work Packaging (AWP) Manager manages the 4D schedule, AWP program on the project, in coordination with Engineering, Procurement, Construction, Startup, and Project Controls.  The Manager leads a team of AWP coordinators to helps prioritize and delegate AWP activities and is accountable for AWP performance at the project.   #LI-CL1 

Major Responsibilities:
  • AWP Approach: Create 4D iModels for HLW planning areas and update them weekly as Project Controls updates the Construction Execution Schedule.
  • Chair 4D planning area meetings.
  • Provide Field Engineering, Supervision, and Subcontracts with model views showing design, material, and install status for specific commodities.
  • Provide model shots showing impacts created by design changes or late arrival dates.
  • Create discipline specific 4D files for scoping Installation Work Packages.
  • Develop Project AWP Execution Plan.
  • Develop Construction Volumes (CV) and the CV register required in the Project’s AWP procedure.
  • Lead scoping and sequencing of Construction Work Packages (CWPs) and Installation Work Packages (IWPs).
  • Oversee setup and institution of Readiness Review process.
  • Transition HLW to Advanced Work Packaging.
  • Coordinate and assist Field Engineering with creation of Installation Work Packages.
  • Update 4D schedule with IWP information weekly as Project Controls updates the execution schedule.
  • Visual Planning: Coordinate interdisciplinary model reviews using 4D Synchro and/or 3D Modeling software.
  • Develop and maintain workface planning storyboards for key scope.
  • Validate CWP & IWP sequencing aligns with construction execution, testing, and startup priorities, and project earnings curves.
  • Model scheduled scaffolds. Estimate scheduled scaffold hours based on past performance. 
  • Mesh 4D (Synchro), P6 Schedule with SAMS information.
  • Create both detailed or high level presentations of HLW buildout for communication with the client on current installation status or future scope.
  • Systems Integration: Responsible for integration of project systems in support of AWP program.
  • Responsible for setup of system mappings (data exchanges) in support of AWP program.
  • Provides support for development of automated data quality and data completeness/checks.
  • Working with the Construction Coordinators to set priorities and coordinate AWP planning activities in the assigned project area.
  • Reporting progress, performance, accomplishments, and roadblocks to Project Management.
  • Ensures the AWP responsibilities above are executed effectively within the project area, and that they support the requirements of the AWP program and the overall project goals. 
Education and Experience Requirements:
  • Requires bachelor's or master's degree (or international equivalent) and 8-10 years of relevant experience or 12-14  years of relevant work experience.
  • Knowledge of construction activities as relates to engineering disciplines, cost and scheduling, and contract administration.
  • Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Required Knowledge and Skills:
  • Coordinates across functions, both peer-to-peer and vertically, to develop tangible execution strategies. 
  • Communicates execution plans and strategies to project management, other key project stakeholders, and customer personnel where appropriate. 
  • Capable of summarizing large amounts of project data into clear and concise report outs. 
  • Ability to interface with personnel of varying backgrounds and skill sets.

Technical Problem-solving:

  • Ability to understand technical problems, identify root causes, and apply technical knowledge to drive teams to identify solutions and develop practical action plans. 
  • Ability to think ‘outside the box’ to help resolve challenges and roadblocks as they arise.

Construction Execution:

  • Strong understanding of Bechtel construction execution practices, including roles and responsibilities, common constraints to construction execution, earned value management, BSAPs, programs and tools, process improvement methodologies, and innovative trends within the construction industry.  
  • Working knowledge of developing unit rate and performance factors, as well as BSAPs and standard programs used on Bechtel EPC projects is preferred (such as SmartCompletions, TeamWorks, Aconex, Digital Supply Chain, Synchro 4D, Bechtel Production System, etc.).

 Leadership:

  • Able to prioritize activities based on stakeholder requirements, and delegate work relevant to team strengths.
  • Able to coordinate and empower team members to successfully complete a task or deliverable, provide current, direct, and complete reinforcing or corrective feedback to team members, and take appropriate disciplinary action when necessary.

Accountability:

  • Able to take full ownership of actions, deliverables and performance, and managing work through to completion.
  • Shows dedication, commitment, and ownership when executing tasks.
