SENIOR LOGISTICS MANAGER / TOMA
LOCATION: Hanscom AFB, MA
Salary Range: $125-$135,000 annually*
*depending on experience, certifications, and qualifications
JOB STATUS: Full-time; salaried
CLEARANCE: Top Secret clearance required
Astrion has an exciting opportunity for a Senior Logistics Manager / TOMA to directly support the Airborne Warning and Controls Systems (AWACS) Division, which is within the USAF Digital Directorate and located at Hanscom AFB, MA.
This position requires prior experience with Technical Order Management Agency (TOMA)
REQUIRED QUALIFICATIONS / SKILLS:
  • Citizenship: Must be a US citizen
  • Clearance: Must have an Active Top Secret Clearance
  • Education: Bachelor's degree in a professional discipline from an accredited educational program and 12 years of directly related experience, 5 of which must be in the DoD
  • Possess comprehensive knowledge of principles, policies, and practices of systems acquisition defined in DoDI 5000.02 and 5000.75, including an understanding of roles and relationships within the DoD and the Air Force.

RESPONSIBILITIES:
Duties include, but not limited to:
  • Coordinate, conduct, and manage the logistics activities with the Government TOMA
  • Provide Technical Data Support Services (TDSS) required for the sustainment of technical data
  • Advise on the acquisition, sustainment, and preparation of technical data such as technical order documents and engineering data
  • Provide support in documenting any changes or revisions to all TOs and other documents that may be impacted by a modification or safety issue
  • Determine and correlate requirements for money, manpower, materiel, facilities, and services with program plans
  • Work with support managers to maintain comprehensive support plans, including coordination with sister and coalition services
  • Participate in creating maintenance and life cycle logistics plans for product transitions
  • Identify and address sustainment problem areas
  • Manage and adjust plans and schedules to meet specific requirements on time
  • Perform clerical and office operations support
  • Provide analytical support for key logistics metrics in reviews
  • Help plan, evaluate, and implement program acquisition and sustainment strategies
  • Create management documentation for all acquisition and sustainment phases
  • Develop briefings to support acquisition milestones and planning efforts
  • Perform business case analyses and related studies as required
  • Offer logistics inputs for RFPs, including but not limited to specifications and statements of work (SOW), Market Research, ASPs, ESIS, etc.
  • Assist with financial management studies, reports, and program office estimates
  • Develop various logistics plans and documents, ensuring asset visibility and integration with schedules
  • Develop Business Case Analyses IAW AFI 65-509, Business Case Analysis, and AFMAN 65-510, Business Case Analysis Procedures (or tailored to meet specific PM need), Trade Studies, any/all DoD 5000.02 acquisition milestone documents, and briefings (including 2366a/b certification), program assessments, AoA Study Guidance, Study Plans and Reports, programmatic IMS, Market Research Reports, ESIS, ASP briefings, and other acquisition program management studies and analysis as required
  • Provide expert logistics inputs to Request for Proposal (RFPs) including systems specs, Electronic Warfare Systems (SRDs), Statement of Work (SOWs), and Contract Data Requirements List (CDRLs), and other RFP products
  • Develop logistics planning documents to include, but not limited to, Life Cycle Sustainment Plans (LCSPs), weapon system delivery and deployment plans (integrated and optimized across Developmental System Manager (DSM) production and delivery schedules and System Program Manager (SPM)/Depot induction/modification plans and schedules), Integrated Logistics Support Plans (ILSPs), Product Support Business Case Analyses, Depot Source of Repair (DSOR)/ Source of Repair Assignment (SORA) packages, and Diminishing Manufacturing Sources plans, including research and identification of alternative components where required; employ supply chain, program dashboards and other state of art data analysis to ensure necessary level of asset visibility; provide other logistics studies, analyses, and reports as required.
