Aviation Weather Jobs (NOW HIRING)

The position is located within the Aviation Weather Center (AWC), in theNational Centers for Environmental Prediction (NCEP), National Weather Service (NWS)whose mission is to build a Weather-Ready Nation by providing better information for better decisions to save lives and livelihoods, supporting the broader strategic goals of the Department and NOAA. The position reports directly to the Director, NCEP.Qualifications:

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Professional/Technical Qualifications (PTQs).

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
PTQ 1: Professional knowledge and experience in a variety of scientific techniques associated with weather forecasting (e.g., data acquisition, prognosis, analysis, program refinements and dissemination). Knowledge and experience which demonstrates a clear understanding of NWS forecast and warning services, especially as they relate to national and international Aviation Services.
PTQ 2:Experience which demonstrates a familiarity with National aviation programs as related to the planning and development of projects in aviation. Experience which demonstrates the ability to work/interact with other state and Federal agencies, and a broad range of constituents who utilize aviation weather forecasting and related projects. Ability to work cooperatively with international organizations.
PTQ 3:Experience which demonstrates the ability to direct large-scale operational and research programs/projects. Ability to establish program/policy goals, processes, infrastructure, and evaluation mechanisms necessary to implement the organization's mission and strategic vision.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and PTQs, you may not receive further consideration for the position.
There are five ECQs:

• ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
• ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
• ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
• ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
• ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: Applicants who are current or former members of the SES, have SES reinstatement eligibility, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) should submit supporting documentation (e.g., SF-50 or OPM Qualifications Review Board (QRB) certification) reflecting their eligibility for noncompetitive appointment to the SES.Education:This position has an education requirement.

1. Degree: meteorology, atmospheric science, or other natural science major that included:
   1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
      • Six semester hours of atmospheric dynamics and thermodynamics;*
      • Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
      • Three semester hours of physical meteorology; and
      • Two semester hours of remote sensing of the atmosphere and/or instrumentation.
   2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
   3. Three semester hours of ordinary differential equations.*
   4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.

1. Combination of education and experience -- course work as shown above, plus appropriate experience or additional education.
